Synopsis: The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the Engineering Laboratory (EL), intends to negotiate on a sole-source basis with Heraeus Noblelight America LLC, under the authority of 41 US 3304(a)(1), for an on-site repair and maintenance service agreement for seven Fusion UV VPS/I600 light systems consisting of a base year, plus three option years.Background InformationThe Materials and Structural Systems Division of the EL at NIST serves as the world-class resource for developing and promoting the use of science-based tools - measurements, data, models, protocols, and reference standards - to enhance both the global competitiveness of U.S. industry through innovations in building materials and constructions technology; and the safety, security, and sustainability of the nation`s buildings and physical infrastructure.A fundamental system that the Materials and Structural Systems Division utilizes to fulfill its mission is a series of Fusion UV VPS/I600 light systems, which is utilized for the NIST SPHERE. The SPHERE is a unique weathering device for accelerated exposure of samples, which operates on a continuous basis.Sole source determination is based on the following:It has been determined that Heraeus Noblelight is the only source for the required service. Heraeus Noblelight has proprietary knowledge of all up-to-date service practice and techniques required to keep the system operating in accordance with the manufacturer`s specifications. More specifically, Heraeus Noblelight`s software and firmware updates are not available online to the general public and must be downloaded and installed by an authorized Heraeus Noblelight service engineer.
