Tender Details

Notice of intent of direct award (noi 2019-022)

march 18, 2019

the insurance corporation of british columbia (icbc) hereby gives notice that it intends to extend the current digital picture identification system agreement with ibm canada ltd. (ibm) in support of icbc's driver licence cards production, bc services card production and other related functions ("agreement"). The current agreement will be extended from december 31, 2019 to december 31, 2021 with icbc's options to further extend up to a 12 months to december 31, 2022. Icbc selected ibm from a public procurement process in 2007 and entered into an agreement with ibm.

icbc will be conducting a public procurement solicitation in 2019 for a supplier of card production systems and services. The extension of the agreement until the end of 2022 will allow icbc to source and transition to a new solution, as well as continue to provide card production services in british columbia. The forecasted expenditure for the agreement extension from january 1, 2020 to december 31, 2022 is approximately $24.5 million (including pst).

suppliers wishing to object to this direct award should email a letter of objection by 12:00 p.m. Pdt on march 28, 2019 to sourcing@icbc.com presenting specific reasons for their objection. Supplier qualification, compliance with bc laws, and the ability to provide the same level of service/products at a lower cost in the timelines required by icbc will be the key criteria considered.
