detailed description
rfb for the provision of the development, design, build, implementation, maintenance, and data migration of the research management system (rms) used by the ministry of agriculture, food, and rural affairs to manage past, present, and future research projects funded by the ministry. The rms not only functions as a tool for managing funded research, but as a repository of research funded across multiple ministry divisions.
scope of work
the rms will be used to manage ministry funded research in a way that allows for the administration of research into different programs. Rms allows for research calls to be launched, allow applicants to complete and submit their proposals online, support review panel scoring, and generates annual and final reports which the applicants submit within the system. Rms is also a repository of past and present research projects that allows the utilization of customisable searches to help ministry staff locate the required information. The rms is at the core of effectively managing funded research and maintaining a platform that performs these processes without disruption is essential. Maintaining and migrating the current data (past research project information and user information) is a crucial component of the process to ensure the ministry can continue to effectively manage funded research and use the system to help develop evidence based decision making. The next generation rms needs to be tested and launched before september 2019, therefore, testing and data migration must occur in the second and third quarter of 2018. As this is a software as a service, the rms will be developed, maintained, and hosted off-site.
