Tenders are invited for Network Infrastructure Transition Consultant.
Description: Development of a sustainable model for the transition of a humanitarian network of NGOs to a decentralised network of national and regional hubs. This includes financial modelling, and the scoping and development of a framework for decentralised governance and decision making, to enable hubs to emerge and operate independently, as well as linked to the global network and each other through peer-to-peer relationships.

Qualified and interested parties are asked to submit the following;
· Letter of interest in submission of a proposal
· A detailed proposal clearly demonstrating a thorough understanding of this ToR and including but not limited to the following:
· Consultant-s profile
· Statement of previous experience in similar assignments and the required qualifications outlined in this ToR.
· Description of the proposed approach to the development of key Network infrastructure
· A financial proposal quoted in GBP (also see section 4.2)
· A daily rate for additional ad-hoc support quoted in GBP
· Contact details of two references relevant to the nature of the work required.

The Start Network is a collective of 42 humanitarian organisations and is currently hosted by Save the Children UK (SCUK). Through our years of experience, we have proven that faster, collective and more efficient ways to help people in need are not only necessary, but possible. We now want to take these to scale, shifting more power and resources to those closest to humanitarian crises; and to achieve that, Start Network needs to change its model.
The Network-s stakeholders have steered the Network to grow and evolve in a different way - by transitioning to a new model of national and regional hubs, made up of local, national and international humanitarian organisations operating in those locations. Hubs will control their own resources and define their own responses to crises affecting their communities, united by a shared purpose and common standards, and supported by a global Start Network Platform. Work is already being undertaken to incentivise the development of hubs - starting with a global call for Expressions of Interest (EOI) earlier in 2018, which helped the Start team map organisational and geographical interest in the hubs model. At the same time, our first national Start Fund in Bangladesh and realisation teams in Pakistan and the Democratic Republic of Congo are already progressing towards the eventual creation of hubs in their countries, on the initiative of local and national actors.
In this new phase of the Start Network-s evolution, we are seeking a consultant to help us develop critical areas of network infrastructure, to enable this future model to grow successfully and sustainably. The scope of this consultancy will focus on two key areas: i) developing a sustainable model for a devolved network, and ii) developing a framework for the transition of network governance and membership that is in line with the future network model of hubs.
