NEGOTIATED PROCUREMENT-Solar Irrigation Pump & Scuba Tank Compressor
INVITATION FOR NEGOTIATED PROCUREMENT FOR
SUPPLY AND DELIVERY OF SOLAR IRRIGATION PUMP AND SCUBA TANK COMPRESSOR
1. In view of two (2) failed public biddings, the LGU-Salcedo-Bids and Awards Committee, through the Local Development Fund, invites technically and financially capable suppliers
to participate in the negotiation for the Supply and Delivery of Solar Irrigation Pump and Scuba Tank Compressor, in accordance with Section 53.1 of the 2016 Revised Implementing Rules and regulations (IRR) of Republic Act (R.A.) No. 9184, otherwise known as the -œGovernment Procurement Reform Act.-
2. The LGU-Salcedo intends to apply the sum of Four Hundred Sixty Thousand Pesos Only
( Php 460, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract consisting of Two (2) Lots describe below. Bids received in excess of the ABC shall be automatically rejected at bid opening.

Total ABC Php 460, 000.00
3. The procurement procedure for this requirement is Negotiated Procurement pursuant to 53.1 of the Revised Implementing Rules and Regulations (IRR) of Republic Act (R.A) No otherwise known as the -œGovernment Procurement Reform Act-, including Annex H threshold.
4. The BAC will engage in negotiations with a sufficient number of the supplier to ensure effective competition. The selection of the successful offer shall be based on the best and final offer that will be submitted on the specified date shown below, and which would meet the minimum technical specifications required.
5. Interested bidders may obtain further information from LGU-Salcedo and inspect the Bidding Documents at the address given below during 8:00am-5:00pm.
6. Bids must be delivered to the address below on or before January 30, 2020.
7. Opening of bidding documents shall be on January 30, 2020, 10:00AM. Interested bidder shall submit the documents in sealed envelopes, with the title of the Project, name of the Bidder, address of the bidder and contact details of the bidder addressed to the BIDS and AWARDS COMMITTEE, GF Municipal Building, Salcedo Eastern Samar.
8. The LGU-Salcedo reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
