Background and Justification



The reduction of violence in Eswatini is strongly dependent on an effective management and coordination body (Department of Gender and Family Issues). Coordination and management is vital for comprehensive gender-based violence (GBV) prevention and response as recommended/founded in the National Gender Policy, 2010 and by the National Conference on Violence, 2015 as well as the Study on Drivers of Violence Against Children in Swaziland, 2016.

The National Strategy to End Violence in Swaziland 2017–2022 clearly articulates coordination as pillar to manage an integrated national response through Multisectoral policies, systems and services at all levels. For the Department of Gender and Family Issues- Deputy Prime Minister`s Office (DPMO) to be effective, it requires appropriate authority and support to manage and coordinate issues on violence. This includes the management and coordination of key government agencies, NGOs, FBOs, CBOs, and private sector entities who are stakeholders in the prevention and response to violence. This will enhance collaboration, harmonization and integrated monitoring and reporting systems and institutional frameworks addressing violence to avoid duplication and fragmented service delivery among all stakeholders.

In 2016, government established three levels of multisectoral management and coordination: the High Level Task Force on Violence (HLTF) (Composed of Principal Secretaries and Directors from civil society organizations), the Multisectoral Task Team on Violence (MTTV) (Composed of programme managers from government line ministries and civil society organizations), and lastly the Regional GBV Referral Networks (composed of all regional GBV response partners at regional level, chaired by the Department of Social Welfare, DPMO). This establishment has however not yielded a well-managed coordination system.

It is against this backdrop that the Deputy Prime Minister`s Office through the Department of Gender and Family Issues seeks to engage the services of consultant to assist in development of the coordination structures and mechanism thereby providing Eswatini with a clear and institutionalized coordination mechanism and structure for the comprehensive delivery and reporting of GBV and violence against children (VAC) services and other GBV and VAC response interventions.



Scope of Work



1) Goal and Objective: The consultant will review the existing GBV and VAC coordination mechanism (structure, terms of reference (TORs) and systems) with the intention to finalize, propose changes or strengthen the existing mechanism. The consultancy will also propose a reporting mechanism and template for results reporting on GBV and VAC prevention and response interventions across national and regional the structures and levels.



2) Activities and Tasks: The key specific tasks to be taken in carrying out and completing the assignment will include but not be limited to the following:

• Review of the current national GBV and VAC coordination structures and mechanisms with a view of identifying their strengths, shortfalls and opportunities.
• Review of the TORs of the different levels of coordination (HLTF, MTTV, Regional Networks) and assess their functionality and effectiveness and make recommendations for their strengthening.
• Undertake consultations with relevant stakeholders on functionality of the coordination mechanism at all levels and propose adjustments that would improve both the effectiveness and efficiency.
• Propose a reporting framework and tools/templates across all three coordination levels.
• Validate and review proposed mechanism, reporting framework and tools with relevant stakeholders.



3) Work relationships: The consultant will work under the supervision of the UNICEF Child Protection Specialist, in collaboration with Director, Department of Gender and Family Issues (DPMO) and, in liaison with a Technical Working Group (TWG), which will be constituted to provide guidance on the assignment and convened by the DPMO, Department of Gender and Family Issues.

Payment Schedule


Payment, upon completion of each deliverable according to the following schedule:
- 1st payment: 20% upon submission and approval of inception report;
- 2nd payment: 40% upon submission and approval of consultation report on regional and national violence prevention and response coordination systems/mechanism.
- 3rd payment: 40% upon submission and approval of final coordination frameworks; reporting frameworks and tools; and other recommendations for national coordination



The payments will be made upon satisfactory completion of the deliverables mentioned above.



Desired competencies, technical background and experience



a) Education:
A minimum qualification of an advanced university degree in the Social Sciences, Anthropology, Public health, development studies or related disciplines;



b) Relevant experience, knowledge and skills:
• At least 5 years’ experience working on GBV, VAC and child protection issues;
• Proven experience on GBV or VAC research, M&E, data management and coordination working with both government and NGO stakeholders, will be an added advantage;
• Proven knowledge and experience in developing coordination, monitoring and reporting frameworks for both national and sub-national levels;
• Strong research, analytical and report writing skills.
• Capacity to ensure deliverables are within specified timeframes.
• Demonstrated ability to effectively cooperate with Government and other stakeholders.
• Excellent oral and written communication skills in English.
• Experience of working in collaboration with Government of Eswatini (Swaziland).



Administrative issues


The Consultant will report to the Child Protection Specialist at UNICEF and to the Director Department of Gender and Family Issues at the DPMO and a multi-sector TWG constituted by DPMO and led by the Director Department of Gender and Family Issues.

Progress updates meetings will be held with the supervisor and the TWG and the Consultant will submit monthly progress reports. The Child Protection Specialist, working closely with the Director Department of Gender and Family Issues, will serve as the primary contact for the consultant.



Conditions



• The Consultant is expected to work in his/her own office space, and where required office space will be made available for the Consultant at UNICEF or Department of Gender and Family Issues.
• The consultant should include costs of local travel and communication within the consultancy proposal.
• The Consultant will provide his/her computer for the assignment.
