BACKGROUND

South Sudan launched a community health strategy, the Boma Health Initiative (BHI) in April 2017. The goal of this strategy is to develop strengthened health system that efficiently delivers components of the Basic Package of Health and Nutrition Services (BPHNS) at community level to contribute to the achievement of universal coverage. National preparations for roll-out of this strategy is well in advanced stages- several advocacy meetings held at various levels, development of training and M&E tools is completed and core trainers trained at the national level. UNICEF is therefore seeking a mid-level professional to be part of a dynamic integrated team to support the Ministry of Health (MOH) to build BHI institutional capacity for coordination, and effective implementation as well as promote equitable health outcomes at the community level.

OBJECTIVE

Under the primary supervision of the BHI national coordinator, Ministry of Health (MoH), the incumbent will provide technical assistance to strengthen the coordination, planning, implementing, monitoring and evaluation of the BHI. She/he will be embedded at the Ministry of Health and will support the BHI coordination body in liaison with the relevant sub-national and implementing partners’ technical focal persons.

· To strengthen the management capacity of the national Boma health initiative (BHI) secretariat

· To pilot and scale-up the implementation of the Boma Health Initiative

· Strengthen monitoring and reporting of community Health interventions

1. Technical support is provided to the National and sub-national MOH and partners’ staff for equity-focused decentralized planning, implementation, reviews and monitoring of the BHI implementation with particular focus on maternal and child health and nutrition service delivery.

• Under the guidance of the Advisor to the Minister, develop annual implementation plans for the BHI

• Identify bottlenecks and set explicit equity focused targets and corrective actions

•Building the capacities of MOH and partners for decentralised evidence-based planning, monitoring and programme performance evaluation;

•Building capacities for health system strengthening assessments to help ensure resilient systems are in place to deliver quality health services.

•Guide sub-national MOH in selection and recruitment of community health workers to form the BHT.

2.Oversight of the scale-up and implementation of the Boma Health Initiative

• Coordinate and guide advocacy and dissemination of BHI to all national and sub-national stakeholders.

•Support the development and adoption of analytical programming tools, guidance and monitoring frameworks including use of mobile technology

• Based on lessons learned and review of data, support the development of guidance and tools for evidence-based analysis, planning, monitoring and budgeting for health systems strengthening

• Identify priority areas for implementation of research to guide contextual implementation and scale-ups.

3. Monitoring and reporting of BHI activities

• Work closely with the State and County Ministries of Health to monitor, analyze, and report progress on the implementation and scale-up of BHI services, the identification and reduction of bottlenecks, and the assessment of Programme interventions to reach deprived population more effectively.

•Map out available resources from all partners and clearly identify funding gaps that partners can use for resource mobilization

•Coordinate and organize quarterly/midyear and end of year National BHI review meetings and support subnational MOH to organize mid/end of year BHI review meetings

•Develop and maintain an updated National database of all the BHI staffing and assets and support sub-national MOH in maintaining updated databases.

• In coordination with the M&E department, build capacities for data collection, reporting, collation, analysis, feedback and use of information.

•Undertake and provide support supervision and mentorship to sub-national MOH focal points

The total budget is estimated at $ 31, 000.00 (including travel, DSA and insurance).

The last payment will be upon submission of the final report with satisfactory evaluation.

· 9.1% will be paid after approval of the inception report

· 9.1% will be paid after submission of reports on an annual BHI implementation plans developed to guide partners in implementation

· 9.1 % after submission of the report on Boma health teams’ selection and database created at MOH

· 9.1% after submission of a report on distribution of BHI policy documents, training materials and M&E tools

· 9.1% after submission of a report on BHI resources mapping and tracking of BHI implementation

· 9.1 % after submission of the first quarterly supervision report

· 9.1% after submission of the second quarterly supervision report

· 9.1% after submission of the third quarterly supervision report

· 9.1% after submission of the fourth quarterly supervision report

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

Requirements

Education:

· Advanced university degree in Public Health, community health, health research, global/international health, health policy, health economics, human resources for health and/or in Administration and or Social Sciences is required.

Work Experience:

· At least 3 years of relevant work experience at national and international levels in community health/public health analysis, planning, programming, implementation, monitoring and evaluation of health and nutrition programmes relevant to child survival and health care.

· Professional work experience in a managerial position, or a technical expert position in health systems, child survival or health care management.

· Development country work experience (at least 2 years)

· Background/familiarity with emergency response, preparedness and disaster risk reduction.

CONDITIONS OF WORK

Duration of the assignment:

It is expected that this assignment will last about 11 months from its start date.

Procedures and Logistics

The organization will assume responsibility for the following:

# The consultant will work from MOH and/or the UNICEF office in Juba.

# The consultant will be required to come with his/her laptop/other service tools needed for the consultancy’s duration.

# Final payment to the consultant will depend on the satisfactory completion of deliverables as well as hand over notes and submission of the completion of consultancy evaluation.

Policy

Both parties should be aware of:

# The institution’s main staff is not entitled to payment of overtime. All remuneration must be within the contract agreement.

# No contract may commence unless the contract is signed by both UNICEF and the institution.

# The main staff of the institution coming to South Sudan will have to complete the online basic and advance security training prior to travel to Juba, South Sudan.

# Signed contract copy or written agreement must be received by the office before the consultancy can be un
