In Lao PDR, UNICEF is working with its partners to support the Government to realize children-s rights on survival, development, protection and participation.

The United Nations Children-s Fund (UNICEF) in Vientiane, Lao PDR is looking for a qualified a National Emergency Education Consultant. The assignment expects to take a total of 3 months, starting from 17th September 2018 - 31stDecember 2018. The consultant will be based in full time in Sanamxay District, Attapeu Province, Lao PDR.

Main Duties and Responsibilities:

The national consultant will work as part of the UNICEF Lao PDR Education Team to support the ongoing emergency response and envisaged post-disaster support in the education sector in Attapeu province. The consultant will work closely with other UNICEF programme sections colleagues, both those based in Vientiane as well as those in Attapeu.

The consultant will work closely with the Provincial Education and Sports Service (PESS) and District Education and Sports Bureau (DESB) under MoES, local authorities, line Ministries, INGO and other partners.

Based on the UN HCT emergency plan, Education Cluster emergency plan and UNICEF-s emergency response plan, which are all in conjunction, the consultant will provide necessary support according to those response plans.

The general scope of the work is to provide additional support in the following areas:

1. Plan, implement and monitor the progress of UNICEF-s emergency response and support in the education sector in Attapeu

2. Coordinate with and report to UNICEF Lao PDR office in Vientiane (Education Section) on a continuous and regular basis on the field situation, and status of the emergency support in education provided by UNICEF and partners

3. Coordinate with PESS, DESB, local authorities and other partners in Attapeu

4. Support for translation and interpretation from English to Lao and vice versa as and when necessary

To qualify as an advocate for every child you will have…

§ Lao national

§ University or higher degree in Education, Social Science or relevant areas

§ Minimum 2-year of relevant professional field work experience, preferably in education

§ Strong inter-personal communication skills

§ English and Lao working level language proficiency

§ Familiarity with the education sector in Lao PDR, and/or emergency related work experience as an asset

§ Experience in working with the Government and with UN as an asset
