I- CONTEXT

The global population has not only increased significantly but is going through a phase where the weight of young people is the largest in history. While waiting for the demographic transition in developing countries, a quarter of the world's population is now under the age of 24. More than 90% of the 1.8 billion adolescents and young people (aged 10 to 24) live in developing countries. Asia is home to the largest youth population in the world. As for Africa, 40% of young people are under 15 years old. Projections suggest that these numbers will continue to increase over the next two decades, particularly in sub-Saharan Africa and South Asia where population growth remains strong.

Although this youth is an enormous potential for development, the challenges to be met in view of the delay of multisectoral development remain enormous. Shortcomings in the supply and quality of basic social services (education - health - social protection) and the structural weaknesses of the economy will not allow these young people to contribute to the socio-economic development of their respective countries. To this we should add the harmful weight of discrimination and other inequalities that exist between men and women on the one hand, and between rich and poor on the other. Finally, due to the non-enjoyment of sexual and reproductive health rights, many young people are at risk of HIV infection and AIDS in many countries.

Since the era of the millennium agenda adopted at the dawn of the 2000s, countries have adopted many policies that are slow to produce sufficient results to meet the important expectations of youth. One of the reasons is that young people have been only weakly involved in developing and managing policies that address the many challenges they face. Making a difference for young people requires better involvement of young people in the choices and implementation of the orientations that are supposed to give them opportunities. Since the launch of its pilot phase, the results obtained through the U-Report are quite promising. In addition to youth membership with more than 216, 000 enrollees, 43 surveys have been completed to date. Survey results contributed to (i) the decline in the legal age of marriage for girls aged 15 to 18; (ii) the adjustment of the EPI communication strategy for vaccination campaigns, which reached more than 2, 000, 000 additional children; (iii) sensitizing more than 725, 000 young people and adolescents via SMS and calls on reproductive health and HIV / AIDS issues.

· Develop a U-Report monthly reporting template that includes survey results and the green line;

· Provide operational support for the organization of surveys with partners and other applicants on key themes of program implementation;

Documentation:

III- QUALIFICATIONS, EXPERIENCE AND EXTRA SKILLS

The profile expected for this consultation is as follows:

· University education of a minimum level of Bac +3 in social sciences, communication, journalism or recognized equivalent fields;

· Good knowledge of the multisectoral approaches led by UNICEF Cameroon in the light of the 2018-2020 strategic plan;

· Justify of 5 years of experience in the implementation of programs and initiatives aimed at the social development of communities and especially young people;

· To be able to use French and English as working languages;

· Having previous work experience with one or more UNS would be an asset;
