1. Background
To achieve universal access to prevention, care, treatment and support, it is essential that each country is able to identify in real time the use of financial resources allocated to the response to HIV / AIDS.
Also, the use of the monitoring and evaluation system is necessary for the monitoring of resources and the reallocation of these resources. In line with the HIV / AIDS Policy Statement, UNAIDS supports countries in monitoring and evaluating financial flows from the source to actual expenditure through the implementation of the REDES (estimated resource and resource flows). national expenditures on HIV and AIDS).
Estimating National Resource and Expenditure Flows (REDES) is used by countries to produce strategic information as part of the HIV response. With this in mind, the Minister of Public Health launches a Notice of Request for Expressions of Interest with a view to pre-qualifying the National Consultants for the realization of the aforementioned study.
2. Object
The purpose of this notice is to prequalify National Consultants, natural persons, with relevant qualifications and experience to carry out a study to estimate the flow of resources and expenditures allocated to the fight against HIV in Cameroon in 2018.
5. Evaluation criteria
The analysis of the application files will be based essentially on the qualifications and experience of the Consultant in carrying out similar assignments, the proposed work plan and methodology.
