Tender Details

Tenders are invited for National Consultant: Support in Technical Design of Seismic Enhancement of School Buildings in Kyrgyzstan (Seismic Safety and Energy Efficiency).

The UNICEF office in the Kyrgyz Republic is implementing a support project for the School Safety Program, funded by the Government of Japan to improve safety for schoolchildren in Kyrgyzstan. The project supports the implementation of the state program "Safe schools and pre-school educational institutions in the Kyrgyz Republic for 2015-2024" (hereinafter referred to as the School Safety Program). The program is fully in line with the Sendai Framework for Disaster Risk Reduction, in particular to Priorities 3 and 4, as well as the UNICEF strategic plan for 2018-2021.

One of the areas of work of UNICEF is strengthening the capacity of the Ministry of Education and Science, the State Agency for Architecture and Construction for seismic codes, the practice of designing safe and energy efficient schools based on the experience and lessons of Japan. UNICEF and the government jointly selected 10 schools for which modernization and reconstruction projects will be prepared in accordance with the technical regulations and a project prepared with the support of a consultant.

Objectives / purpose of advisory services

Tasks of consulting services:

1) a review of "Practice and guidelines for the construction of seismic reinforcement of school buildings in the Kyrgyz Republic" and a training module on methods of seismic enhancement (World Bank, 2018), as well as Standards and norms for earthquake-resistant construction in the Kyrgyz Republic based on Japanese seismic-proof practices construction and develop recommendations together with an international consultant;

2) to provide support to the local company to develop seismic enhancement projects for 10 selected schools in Kyrgyzstan together with an international consultant.

It is necessary to take into account the modern ecological practice of construction and modernization, as well as resistance to climate change when developing seismic reinforcement projects for 10 selected schools that have either brickwork or reinforced concrete construction. The developed projects will be transferred to the Ministry of Education and Science, as well as to the State Agency for Architecture and Construction for the actual modernization of schools.

Scope of work and key tasks

The consultant will work closely with the international consultant to accomplish the following tasks in common:

1. Conducting a desk analysis of legislation, policies, norms, standards and practices on seismic safety and modernization of buildings in the Kyrgyz Republic *.

2. Review and development of recommendations on "Practice and guidelines for the construction of seismic reinforcement of school buildings in the Kyrgyz Republic" (World Bank, 2018), as well as Standards and norms of earthquake-resistant construction of the Kygryz Republic on the basis of the Japanese experience.

3. Assistance in the development of a 2-day training module on seismic enhancement techniques for local engineers and its implementation in cooperation with the World Bank (scheduled for early September 2018).

4. Visiting 10 selected schools in all 7 regions of Kyrgyzstan to assess the engineering design of buildings and project development.

5. Assistance in selecting local design and engineering companies to develop a modernization project (seismic safety and energy efficiency).

6. Recommendations and monitoring of the work of the design company in the development of the modernization project for 10 selected schools on the basis of "Practice and guidelines for construction for seismic strengthening of schools in the Kyrgyz Republic", the use of modern technology and low-cost solutions, the use of local building materials.

7. Submission of the final report on the completed task with recommendations.

8. The consultant may be asked to fulfill other technical tasks at the request of the project manager.

Payments will be made after submission and approval of the above-mentioned provided work results. UNICEF reserves the right to retain all or part of the amount in case of unsatisfactory performance of work, partial performance of the assignment, or if the results were not provided or were provided late. This contract does not cover overtime, medical insurance, taxes, sick leave.



Reporting and guidance

The consultant will work under the guidance of the Climate Change Specialist, based in Bishkek. The consultant will work in a team with an international engineer to carry out this task.



Required qualifications

§ Higher education in architecture and construction, engineering design or related field;

§ At least 5 years of work in the field of seismic resistance assessment, civil structure, modernization, architecture and technical design;

§ Experience in the field of assessing the safety of buildings, including buildings of educational institutions, modernization, construction and technical supervision;

§ Experience and skills in the application of professional computer programs for technical design;

§ Experience in disaster risk reduction and / or experience at the international level will be considered an advantage;

§ Excellent knowledge of Russian and Kyrgyz languages ??(spoken and written). Knowledge of English is an advantage;

§ Ability to work in an international team and development partners.



Place of work and business trips

Trips to all regions of the country to carry out assignments Nos. 3-5. The consultant will spend some time in the UNICEF office at the request of the project manager.

The consultant himself plans trips and invites UNICEF invoices after the trip. The expenses will be compensated in case the trip was approved by the proper manager in writing before the trip. For travel, you should choose the most economical direct route, the cost of tickets / transportation costs must be agreed before they are purchased. All other travel costs approved by UNICEF will be compensated in accordance with travel rules for consultants and individual contractors.



Duration of the contract

Expected number of working days is 120, from August 13, 2018 to July 31, 2019.



Expected budget and source of funding

The consultant should indicate the amount for the services provided (transportation costs, accommodation, car, etc. should be included in this amount). The consultant will be chosen according to the principle "Best Value for money".

Background

UNICEF Kyrgyzstan is implementing the Project for Supporting the Safe School Program funded by the Government of Japan with the aim of enhancing safety and resilience of schoolchildren in Kyrgyzstan. 2015-2013 (hereafter the Safe School Program). This is fully in line with the Sendai Framework on Disaster Risk Reduction 2015-2030, specifically with Priorities 3 and 4, as well as the UNICEF Strategic Plan 2018-2021.

One of the UNICEF focuses is to strengthen the capacity of the Ministry of Education and Science, and the State of the Republic of Kazakhstan on retrofitting codes, safe and energy-efficient school design practices, relying on expertise and lessons learned from Japan . UNICEF and the Government identified 10 schools, which will be supported with designs for retrofitting and reconstruction as per the new technical provisions and design developed with support of the consultant.
