Background

On 1 January 2016, the 17 Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development — adopted by world leaders in September 2015 at an historic UN Summit — officially came into force. Over the next fifteen years, with these new Goals that universally apply to all, countries will mobilize efforts to end all forms of poverty, fight inequalities and tackle climate change, while ensuring that no one is left behind.

While the SDGs are not legally binding, governments are expected to take ownership and establish national frameworks for the achievement of the 17 Goals. Countries have the primary responsibility for follow-up and review progress made in implementing the Goals, which will require quality, accessible and timely data collection.

Objective of the consultancy:

As part of efforts to report progress on the 2030 Agenda, Government of Uganda is seeking services of a consultant to produce the national SDG progress report.




Duties and Responsibilities

Scope, duties and responsibilities of the consultancy:

The consultant will undertake the following duties:

· Review of the relevant literature on the subject, this may include but not limited to; national development frameworks and reports, national statistical reports, global documents on the Agenda;

· Preparation of a comprehensive national progress report on each of the SDG targets and indicators, including a detailed analysis for the thematic chapter of the report on SDG 8 on Decent Work and Economic Growth;

· Conduct and facilitate consultations with government officials and other relevant stakeholders (such as Development Partners, CSO’s and private sector);

· Prepare a customized PowerPoint presentation of the report that will be used for engagement at various levels as may be deemed necessary.

The report preparation process and reporting:

· The preparation of the report will be technically guided by a multi-institutional core task team led by the Office of the Prime Minister (OPM) and will undergo several consultative engagements;

· The process will also be guided by the global guidelines for reporting on SDGs;

· The consultant will report to the Permanent Secretary, OPM.




Competencies

· Excellent analytical skills;

· Demonstrates integrity and ethical standards;

· Ability to act professionally and flexibility to engage with Government Officials, Development Partner Representatives and the Private Sector.

· Strong and proven skills in qualitative and quantitative analysis methods;

· Evidence of designing and writing reports, using a wide range of approaches and tools;

· Strong management, facilitation, interview and writing skills and demonstrate ability to deliver quality results within strict deadlines.

· Strong communication and presentation skills.






Required Skills and Experience

Qualifications:

The assignment will be undertaken by one National consultant, with extensive expertise in development planning and socio-economic research and analysis. He or she will have:

· An advanced degree in development planning, economics, development studies or a closely related field;

· He/she must have good knowledge of the 2030 agenda and national development frameworks, policies and priorities;

· He/she should have at least 8 years of working experience and demonstrable knowledge of development reporting in Uganda;

· Proven professional experience of successfully conducting consultancy assignments for international and government organizations in areas relevant to the assignments.

Language requirement:

· Fluent in both written and spoke English Language.

Duration:

The duration of the assignment is 60 working days from the date of signing the contract, spread between May and September 2019.

Deliverables and remuneration:

A competitive fee will be paid to the consultant commensurate with qualifications and experience based on the deliverables TORs attached:

Working Arrangements:

The consultant will work closely with the project team and shall report to a technical committee headed by the Permanent Secretary, Office of the Prime Minister comprising of key stakeholders in Sustainable Development Goals Implementation and UNDP Institutional Effectiveness Programme and Strategy and Policy Unit. The committee will be responsible for ensuring the overall technical quality of the deliverables and compliance with the terms of reference of the assignment.

The required format for all the reports generated shall be agreed with the technical team upon the inception of the assignment.

All costs needed to achieve the deliverables set forth in this ToR are to be included in the financial proposals from the offerors (transport, professional fees, communication, consumables, living allowances, etc.) except logistical costs related to the organization of the consultative meetings and validation workshop.

Duration of the assignment:

The expected duration of the assignment is sixty (60) working days equivalent from the date of acceptance of the contract by both parties. The expected start date of the assignment is 8th July 2019 whilst the latest date of completion of the assignment is 30th September 2019.

Duty Station:

The consultants’ duty station shall be Kampala.

The term “All inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consumables, etc.) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal. Individuals on IC are not UN staff are therefore not entitled to DSAs. All living allowances required to perform the demands of the TOR must be incorporated in the financial proposal, whether the fees are expressed as daily fees or lump sum amount.

Evaluation methodology:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable, and

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

· Technical Criteria weight; - 70%;

· Financial Criteria weight; – 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

Evaluation Criteria:

Technical Criteria – Maximum 70 points

· Criteria A: Relevance of Education – Max 5 points;

· Criteria B: Relevance of experience – Max 25 points;

· Criteria C: Description of approach/methodology to assignment – Max 30 Points;

· Criteria D: Demonstrated experience in report writing and drafting – Max 10 points.

· Criteria E: Financial evaluation -30%
