Tenders are invited for National Consultant for the Structural Study of the Project of Development of the Technical College Bab Elkhadhra in Device of Second Chance.

1. Background and rationale:

For Tunisia, the fight against school failure and, more broadly, the increase in the proportion of adolescents and young people with a solid foundation of skills at the end of secondary education allowing them to pursue training or studies, constitutes a major issue of economic development and social stability, in the short and medium term. Significant progress has been made in access to education during the three decades following the country's independence, yet in Tunisia, more than one in four (28%) children of school age at the high school level is not in school. Although schooling is compulsory until the age of 16, 50, 000 adolescents aged 11 to 14 are out of school and another 55, 000 are considered at risk of dropping out (OOSCI Tunisia study, UNICEF 2014).

Thanks to the efforts of the representatives of the Ministry of Education, the Ministry of Vocational Training and Employment, and the Ministry of Social Affairs, with the support of UNICEF and the financing of the British cooperation, the Tunisian Government, provides for the technical and operational design and start-up of a second chance experimental model for the return to education or training of adolescents aged 12 to 18 who have left school prematurely and who will be articulated around two complementary components:

· A support and guidance system, provisionally called a "one-stop-shop", for all 12- to 18-year-olds who leave public education every year and have no solution;

· An educational device called 2nd chance, which welcomes 12 to 18 years to prepare for a return to school or access to a first degree, access to vocational training, or, for the older, a professional insertion directly in the context of a specialization "trades and employability".

2. Objectives:

- A study of the refection of existing inclined roofs in hollow sections of the college buildings in metal structure roofs and sandwich panel roofing;

- A structural study of the ancillary buildings (hard);

- A control of the execution of the structural works: reception of the steel structure of the inclined roof, reception of the funds of excavation and reinforcement of the reinforced concrete works before their concreting, provisional reception and final reception;

5. Expected profile of the consultant:

Education

· A Bac +5 engineering degree in the following fields: civil engineering or related discipline.

Experience

· A minimum of five (5) years of practical experience in managing or supervising construction or renovation projects.

Transversal skills

· Communication and interpersonal skills, including ability to work in a multicultural environment and in the field.

· Good drafting ability in French

· Sensitivity to gender, human rights and inclusive approaches

· Familiarity with UNICEF mandate, policies and strategies.

6. Process and method of evaluating candidates
