Background

Ghana has a rich tradition of social protection interventions aimed at alleviating and reducing poverty. Although the National Social Protection Strategy developed in 2007 and revised in 2012 had significant positive impacts on poverty reduction, it was the Social Protection Rationalization Study (2013) and the diagnostic processes used to formulate the Medium-Term National Development Framework (GSGDA II) that highlighted the need for a holistic National Social Protection Policy. The MoGCSP led the development of the policy which was approved by Cabinet in 2015.

The Policy's objective is to:

· Provide a framework for delivering social protection coherently and holistically;

· Build on the values and principles of fundamental human rights espoused by the Constitution;

· Interpret social protection and the social protection floor in the Ghanaian context;

· Begin from targeting the poor with improved access to healthcare, basic income, access to economic activities and social security;

· Scale up social protection incrementally to address the demands and risks individuals encounter at different stages of the life-cycle.

The Ministry in collaboration with stakeholders finalized and approved an Implementation Plan for the Policy in 2017. It specified the main actions for achieving the objectives as laid out in the policy, the key performance indicators for measuring progress towards the attainment of the stated objectives and the Government Departments and Agencies expected to take the specified actions. The Policy is to be implemented in the next one and half decades from 2018 till 2031 in three phases; short (2018-2020), medium (2021-2024) and long term (2025-2031). The MoGCSP as the coordinating Ministry for social protection, is expected to lead on various activities in the plan and to also collaborate with other sectoral Ministries and Agencies on the activities under their purview. The Social Protection Directorate (SPD) under the Ministry has prioritized some activities for implementation this year which is reflected in their 2018 annual work plan which also happens to be the first year of implementation of their short-term plan.

Purpose of the Assignment

This consultant will provide the Ministry with on-going technical and coordination guidance to facilitate:

· A Consensus among the various sector leads on working together to achieve the plan objectives as well as the development of relevant functional tools and templates for implementation monitoring and reporting on progress in their various sectors.

· Collaboration with Civil Society Organizations (CSOs) for policy and programme monitoring, including engagement strategy and creation of a coordinated CSO platform on social accountability to support delivery of social protection services.

· High level engagements with policy makers on the inclusive development agenda.

The consultant is expected to work closely with the Social Protection Director and its partners to ensure a consolidated and coordinated effort needed for the successful implementation of the prioritized activities.

Tasks to be Completed

This assignment is to provide advisory/technical services to the Social Protection Directorate and relevant partners to ensure effective roll out of the policy with focus on the areas outlined below:

1. Technical Guidance on Implementation of the Social Protection Policy

To ensure the full operationalization of the Implementation Plan, it is important to measure progress being made on the Plan itself. This will enable the Ministry to identify gaps and challenges with implementation and adapt as required. The Ministry is expected to work with other sector agencies on various activities that are not directly under their purview but which they need to coordinate and ensure those activities are implemented and followed through as prescribed by the policy. The Consultant will be expected to:

· Steer the SPD to effectively coordinate with other sectors/agencies to ensure harmonized approach towards the roll out of the policy. This will include the operationalization of the social protection monitoring and evaluation framework and the development of the first social protection sector annual performance report;

· Review progress made on the Social Protection Implementation Plan and Transition Agenda and identify gaps;

· Facilitate consultations with relevant stakeholders on the Social Protection Policy Implementation Plan and on the Government of Ghana's functional social welfare support programme document;

· Provide strategic guidance/advise to the Social Protection Director as may be required during the contract period

2. Facilitate Collaborative work with Civil Society Organizations on Social Accountability in the delivery of Social Protection

The Social Protection Policy recognizes the important role played by CSOs in social protection delivery. The policy prescribes roles for CSOs specifically in monitoring policy and programme implementation. Based on a social protection CSO mapping exercise conducted by UNICEF earlier this year, the unit seeks to engage relevant CSOs on social accountability in the delivery of social protection that is systematic, results based and sustainable. The Consultant will be expected to:

· Provide advice on the mechanisms of engagement/forms of partnerships with relevant CSOs;

· Guide the development of capacity building materials for relevant CSOs in social accountability;

· Work with CSOs to develop a roadmap for their engagement with UNICEF on social accountability;

· Provide guidance for establishing partnership between Government and CSOs on social accountability;

· Facilitate engagements with relevant partners and provide strategic advice and support as may be required.3. Guide the Setup and Scale-up of Social Protection Institutional Structures
