BACKGROUND AND JUSTIFICATIONIn order to ensure the quality of the implementation of the UNICEF-Government of Chad 2017-2021 cooperation program and the improvement of programmatic results, the office aims to strengthen the internal systems of performance monitoring, especially concerning the implementation of mission report recommendations (programmatic visit, spot check visit, input and material monitoring visit, other type of mission, etc.) related to activities and commitments with partners and beneficiaries, through an approach and improved tools that meet quality, time and budget requirements. It should be noted that, at the global level, the Chad office is one of the countries that are switching in 2019 to the use of a new institutional system for monitoring performance through the E-Tools platform. The use of the E-Tools system will only be effective for UNICEF Chad before the end of the year. As a result, the transition phase will require additional effort to optimize existing tools andhad r effective implementation. GOAL The main objective of this consultation is to help optimize the system and the current monitoring tools and ensure the effective use of the system by the teams. The consultant will ensure that the regular follow-up of recommendations from the mission reports of all staff and consultants in the country office and the implementation of corrective measures is effective, and finally support the transition from the office to the new E-Tools system on the basis of observations and lessons learned. The candidate will thus be called upon to rationalize the various monitoring tools and, if applicable, to propose new simplified formats, to make available a framework to evaluate the performance of the mechanism against its principles and objectives.
