In recent years, the preschool is stagnating in terms of results. Over the last two years, at the level of the Ministry of Social Affairs, Childhood and Family Affairs (MASEF), an average of thirty thousand children have been registered each year, enrolled in more than seven hundred structures of which only thirty are public ; which represents approximately a pre-schooling rate of around 9%.

In order to achieve the SCAPP goals of 20% preschool enrollment by 2030, policies in this area are moving the sub-sectors of the system towards more integration. Thus, efforts must be directed towards greater equity in access to pre-school education by increasing and expanding childcare facilities, particularly in rural areas, by favoring children from poor backgrounds.

It is in this context that the present feasibility study of the classes of initiation to the primary education: a pre-schooling of a year which takes place in a preparatory class placed under the responsibility of the director of a public fundamental school.

How can you make a difference?

With the support of UNICEF, MASEF is recruiting a consultant to conduct the study on the feasibility of introductory classes in preschool.

The overall objectives of this study are:

· Study the possibility of experimenting with primary school classes in areas where the preschool rate is low,

· Propose a feasibility approach and methodology for introductory classes in full public schools;

· Diversify public pre-school provision to increase access for poor children by integrating a preparatory class into public basic schools;

· Establish real bridges by offering greater support for learning required for access to primary school;

· Reduce the rate of school dropout by preparing for success in the fundamental

· Substantially reduce disparities between wilayas and the preschool environment

At the end of the mission the consultant will have produced:

· A start-up report including the detailed methodology with the justification of the methodological choices and the limit of the latter, if applicable, sampling, data collection tools and analysis plan.

· A mapping of preschool structures related to nearby schools

· An interim report on the study

· Finalized study report

To qualify as an advocate for every child ...

· Advanced university degree in educational sciences (economics / sociology);

· Recognized experience of at least 10 years in strategic planning, primarily in basic education;

· Proven experience in the preparation of projects in the education sector, particularly in countries with an education system comparable to that of Mauritania;

· Perfect mastery of the French language; the understanding of Arabic will be an added advantage;

· Ability to conduct team work.

· Mastery of French written and spoken. Knowledge of the local language is an asset.
