Tenders are invited for National Consultant for the Distribution of Health Products at the Last Kilometer.

1. Background and Rationale:
UNICEF is currently developing support to the Ministry of Public Health for the implementation of a pilot project to model an integrated supply system under the responsibility of the co-management structures to make available in a timely manner. efficient all essential drugs responding to all the priority interventions of Mother and Child Health Centers, District Hospitals, Integrated Health Centers, Health Centers, and Community Relays in four selected Health Districts in the Maradi and Zinder Regions.



2. Purpose (s) of the consultation:
The Consultant will be responsible for supporting the four Health Districts selected in the development of their operational plans.



3. Methodology:
The Consultant will apply the following strategies:

§ Institutional and operational anchoring : the pilot project is part of the operationalization of the overhaul of the national supply system with anchoring in the Ministry of Public Health at the central level (DPHTM) and decentralized (DRSP and DS). The Consultant will support the DRSPs and Health Districts to anchor the pilot project in the supply system at the decentralized level. He / she will promote the essential role of the District Executive Team, the co-management committees and the communal committees by strengthening the capacities through the supervision and the animation of the implementation of the activities.

§ Mutualisation: the scope of the pilot project will cover all essential drugs that meet all the priority interventions of Mother and Child Health Centers, District Hospitals, Integrated Health Centers, Health Centers, and Community Relays in four health districts selected in the Regions. from Maradi and Zinder. The Consultant / e support the implementation of activities to pool the parallel channels currently present in the Regions and targeted DS.

§ Capacity building : Human Resources of the "Last Kilometer" Supply System including the District Framework Team, stock managers, health workers, and community relays will be supported through training and supervision needs estimation, inventory management, storage conditions, and cold chain handling to ensure the functionality of the supply system. The Consultant will support the development of the Skills Building Plan.

§ Piloting and modeling : the scenarios / options recommended for the "Last Kilometer" supply system will be identified, parameterized, tested and documented over a period of 12 months, and evaluated in order to identify and propose the model (s) / s more suitable for scaling up for sustainability. The Consultant will support the identification and analysis of cases / options, which will be validated by the Ministry of Public Health through the DPHTM and with the participation of the concerned structures (ONPPC, DSME, DI, DN, DSRE, DOS, DS etc.) and PTFs.

4. Specific activities to achieve the objectives :

The Consultant will support the four selected Health Districts in the following activities:



4.1 The realization of a preliminary state of the art on the basis of a collection of data for each target Health District, including :

at. Health map (health facilities and population)
b. Co-management structures
c. Logistics capacity (storage and means of transport)
d. Technical and Financial Partners
e. Financing method (pricing, cost recovery, free, donations, funding sources)



4.2 The development of the situational analysis based on the data and information from the state of place, by Sanitary District, with the summary description of the current system and the list of problems and opportunities in relation to the distribution and the availability of Essential Medicines.


4.3 Definition of strategies and implementation tools, including:
a. The definition of the list of medicines and other essential pharmaceutical products by level of use (Health Training and Community Relays) from the National List of Essential Drugs and the List of Tracer Products
b. The identification and analysis of the options of the distribution axes, including the chronogram of order, dispatch, and reception



4.4 The development of the financing and management plan, by Sanitary District, including:
a. Mobilization of the clean means of transport of the Health Districts
b. The contracting of private carriers
c. Replenishment of Community Relays, with monthly coordination meetings.



4.5 Development of the human resources capacity building plan (training and supervision in quantification / estimation of needs, inventory management, storage conditions, handling of the preventive and curative cold chain, provision of tools, use of flowcharts)



4.6 The development of the Third Party Monitoring and End-User Monitoring system on the availability of products, the validation of expenditure, and the effectiveness of the offer of care



4.7 Development of the Monitoring & Evaluation Plan

6. Qualifications and / or specialized knowledge and specific experience and key competencies

§ BAC + 5 in the field of Pharmacy, Health Logistics, Public Health, Medicine, or other relevant field for the distribution of medicines.

§ Eight (8) years of professional experience in the field of Pharmacy, Health Logistics, Public Health, Medicine, or other relevant field with at least five years of experience in the field of health care. supply of medicines.

§ Knowledge of Niger`s public health system and the various actors involved in the drug supply system is a fundamental asset.

§ Knowledge of the Maradi and Zinder Regions is an important asset.

7. Duration of the consultation
The duration of the contract is four months from July 18, 2019 until November 17, 2019.

8. Supervision
Supervision will be provided by the UNICEF Maradi Zone Office Manager.
The Consultant will work in coordination with the focal point for the Strengthening of the Health System (Health Specialist, Health System Strengthening) and in collaboration with a team composed of:

§ Zone Office, Maradi and Zinder (Health, Nutrition, Operations / Supply)

§ National Office, Niamey (Health Section, Nutrition Section, Operations / Supply Section)

9. Fees
Applicants will present their lump sum financial offer including fees, perdiem. Payments from the Consultant will be in monthly installments associated with validated deliverables.



10. Travel
Inland travel will be organized by UNICEF.
Perdiem (if applicable): will be paid in accordance with United Nations procedures.
