Tender Details

Tenders are invited for National Consultant for the Development of a Strategic Communication Plan for Change in Prevention and Management of Hiv Adapted to Young People and Adolescents (Category c2, Level C).

Background and Justification

Since 2015, Burundi has accelerated the response to HIV in order to reach the targets of 90-90-90, treatment targets to enable the country to end the AIDS epidemic in 2030. In this sense, a catch-up plan for HIV prevention and treatment has been developed to provide effective mechanisms for addressing persistent challenges.

Among the challenges raised by the review of the National Strategic Plan HIV / AIDS (PSN) 2014-2017 and which constitutes a center of interest for the ongoing PSN is the harmonization and adaptation of communication channels in the evolutive and socio-cultural context young people.

Indeed, although like the other countries in the region, the HIV prevalence among the Burundian population in general (people aged 15 to 49) is relatively low (1% according to the demographic survey and Health in Burundi - EDSB, 2016), it is still a public health problem. This prevalence varies from province to province (with a peak in Bujumbura Mairie where it reaches 3.6%) and according to socio-demographic characteristics, with a general tendency towards urbanization (3.3% in urban areas versus 0.7% in rural areas) and the persistent feminization of the epidemic (1.2% for women versus 0.8% for men).

Also, it should be noted that the Burundian population is essentially young. Indeed, according to demographic projections 2008-2030 (Institute of Statistics and Economic Studies of Burundi ISTEEBU 2013), half of the population is under 17 years old and 2/3 of Burundians are under 25 years old. years. In terms of HIV analysis and interventions, this age group deserves particular attention.

In addition, the data from the EDSIII showed that the level of knowledge about HIV / AIDS remains low. Among young women aged 15-24, only 53% are considered to have a thorough knowledge of AIDS; this proportion is also lower than that of men (55%). This percentage is still low among young women (44%) and young men with no education (43%).

It is in this context that the National Program for the Fight against Aids and Sexually Transmitted Infections, in collaboration with UNICEF, would like to recruit a consultant expert to develop a communication plan for young people and adolescents to contribute to the change of behavior in relation to prevention, care, support and treatment of HIV / AIDS.
