BACKGROUND AND JUSTIFICATION

UN Women is the United Nations Entity for the Promotion of Gender Equality and the Empowerment of Women. It implements several projects in conflict-affected areas under the Women, Peace and Security Program. UN Women is making a significant contribution to the implementation of the National Resolution 1325 Action Plan that has been ongoing since 2015 under the leadership of the Ministry of Women, Child and Family Development with the support of Government actors, Civil Society Organizations, Technical and Financial Partners and United Nations Agencies. A plan whose main objective is to promote women's participation in the implementation of the Peace and Reconciliation Agreement.

To monitor the achievements of PANR1325, it is necessary to set up a coherent monitoring and evaluation system to capture data on activities related to the women, peace and security agenda and more specifically to monitor the indicators of PANR1325.

The availability of a national framework for the collection, monitoring and management of data on women, peace and security led by the Ministry of Women, Children and the Family will fill the gap. information on PANR1325 and responds to a demand from actors at all levels for the coordination and strategic and systematic management of information.

UN Women through the database will provide technical support to the MPFEF to establish a data collection, analysis and reporting system that addresses the concerns of the Government of Mali and its partners through funding from Sweden and Denmark.

The database will provide an opportunity for interaction between the actors because of the dynamics of participation in the feed of the database and the return on the data processed in a system accessible to all users with regular updates.

Overall, the database will be a necessary tool for strategic decision-making, programming and sharing at national, regional and international level, as well as the networking of actors.

In several countries, it has been shown that the existence of a database at national level has made it possible to strengthen the system of monitoring and evaluation by the fluidity of relevant information in due time. The National Action Plan of Resolution 1325 is articulated around the following five axes:

Duties and Responsibilities

OBJECTIVES OF THE CONSULTATION

The purpose of this consultation is to put in place the monitoring, analysis and reporting system for the online and offline activities of PANR1325.

Specific objectives of the consultation:

· Develop the NAP information collection matrix and online software with the coordination team of the Technical Management Unit,

· Train the team of the Technical Management Unit (UTG) and members of the PAN National Monitoring Committee on the use of tools for better ownership. No charge will be attached to this training for the consultant.

· Provide assistance to the team of the Technical Management Unit for the production, capture of information collected in the period covered by this consultation. During this period, the consultant feeds and manages the database.

· Train the team of the Technical Management Unit to enable them to ensure the supply and updating of the database. This training will take place at the UTG office and no charge will be attached to this training for the consultant. At the end of the training the team is autonomous to feed and manage the base.

· Put the database online and make it functional.
