How can you make a difference?

· assess the capacity of and document the lessons learned from the public and private sectors in the management of the cold chain equipment repairs and maintenance in Timor-Leste;

· assist MoH to conduct a self-assessment of the effective vaccine management in four selected municipalities and SAMES; and

· develop the review meeting guidelines at national, municipalities, and community health centers, levels.

Work Assignment:

1. Prepare and submit an inception report outlining the following:

· Broad understanding of the core issues to be addressed through this work,

· Key steps in the process (how work will be executed), and

· A work plan with time frame and support needed to accomplish the deliverables of this consultancy.

2. Effective vaccine management assessment

2.1. Review and finalize the EVM assessment tools

2.2. Conduct the EVM assessments in the four municipalities (Oecusse, Ermera, Covalima, and Viqueque) vaccine stores and two selected community health centers in each municipality and in SAMES

2.3. Assist the Ministry of Health and SAMES to develop an EVM improvement plan

2.4. Disseminate the improvement plan with the Ministry of Health team

3. Assessment of CCE maintenance system

3.1. Develop and finalize through field testing the assessment tools for assessing the cold chain equipment maintenance in the private sector and public sector

3.2. Conduct the assessment to the selected private sectors in Dili and public health facilities about the capacity of and systems for the cold chain equipment maintenance

4. Develop the meeting guidelines and tool

4.1. Reviewed the existing guidelines and tools and drafted guidelines and tools for the review meeting at every level, starting from National down to CHC level

4.2. Conduct consultative meeting for the review meeting guideline

4.3. Finalize the review meeting guidelines based on the inputs provided in the consultative workshop

4.4. Develop and submit the consultancy report including the lessons learned, challenges and way forward

Deliverables:

1. Inception report that shows at least the following (7 days):

· Broad understanding of the core issues to be addressed through this work

· Key steps in the process (how work will be executed)

· A work plan with the time frame and support needed from MoH, Partners, and UNICEF

2.1. Developed the EVM assessment tools (4 days)

2.2. EVM assessment in four municipalities and SAMES conducted and presented the EVM assessment's findings to the municipality team and MoH (30 days)

2.3. Improvement plan developed and shared with the Ministry of Health (5 days)

2.4. Workshop to disseminate the improvement plan with the Ministry of Health (5 days)

3.1 Assessment tools for cold chain equipment maintenance developed (5 days)

3.2. Assessments for cold chain equipment maintenance in private market conducted (10 days)

4.1. Guidelines and tools for the review meeting drafted (30 days)

4.2. Consultative meeting for the review meeting guideline conducted (2 days)

4.3. Guidelines and tools are finalized based on the feedback and inputs during the consultative workshop (5 days)

4.4. Consultancy report developed and submitted (5 days)

Estimated Duration of Assignment: 108 days spread over October 2018 - March 2019

Proposed Payment schedule:

· 1st payment (25%): upon completed of deliverables 1

· 2nd payment (25%): upon completed of deliverables 2

· 3rd payment (25%): upon completed of deliverables 3

· 4th payment (25%): upon completed of deliverables 4

To qualify as an advocate for every child you will have…

· Bachelor degree in the field of public health, social science, engineering, and/or related field with expertise in immunization and or health communication;

· At least four years of working experiences in public health;

· Proven experience related to the immunization program;

· Experience in conducting the assessment;

· Experience of working with governments, NGOs, Development Partners and UN agencies;

· Excellent analytical, negotiation, communication, advocacy and team-work skills;

· Strong communication and writing skills, with the ability to facilitate a group of individuals;
