Introduction & background
The programmatic outputs of the UNICEF Education Section include: access to equitable and inclusive education (formal and non-formal); (c) quality education including an element of good governance; d) life skills. The education sector in the country is at a critical stage, highlighted by the development of a new 10-year sector plan that includes all levels of education and involves 3 different ministries. The country also faces many bottlenecks related to access, quality and governance. The main bottlenecks currently being addressed:
A) access: 1, 2m children still out of school (7-12 years old); a primary school admission rate of 60%, school infrastructure is not in line with demand and primary school enrollment rates are very low (46%).
B) Quality: Only 45% of students reach grade 6 and only 39% of 13 year olds enter upper primary, the repetition rate is 20%, and 33% in lower and upper primary respectively.
Goal
The objective of this study is to take stock of the use of ICT as a teaching / learning tool in education and vocational training in Mali in order to identify the strategies and technologies to be developed to improve equitable access. to a quality education.
Justification
As part of the preparation of the new country program, and with the spirit of contributing or developing the PRODEC II, the education section considered important to obtain evidence on the use of new technologies to influence their use on the one hand and on the other hand to identify the strategies and technologies with the highest impact to improve equitable access to quality education to be scaled up in the next 2020-2024 country program.
Scope of Work
· Identify, describe and evaluate ICT use initiatives as a teaching / learning tool in education and training (technology support, user / beneficiary [1], learning objectives, content, impact horizon / theory of change [2], implementation experiences [3], existing evaluations, synthesis of evidence, capitalization [4])
· Analyze gaps in ICT use initiatives, in terms of intended beneficiaries, in terms of sustainability, in terms of technology.
· Identify the main actors of ICT development in Education, private and public.
· Propose priority strategies (including types of technological solutions) to improve equitable access to quality education, quickly and sustainably. In particular, the consultant will propose strategies taking into account the following aspects:
· Mali's context of instability and its consequences on security conditions and the education system
· The gaps identified in terms of target beneficiaries and educational content
· Constraints related to the state of infrastructures
· The rapid impact on the quality of teaching and learning
· The long-term impact on the quality of teaching / learning
· Identify the risks associated with these strategies and the accompanying measures needed to mitigate them.
Specific Task
· Orientation with UNICEF Education Team and Education Development Center.
· Meeting with key persons from the Ministry of National Education, the Ministry of Digital Economy and Communication and the Ministry of Employment and Vocational Training
· Literature review of implementation reports and evaluation reports of various innovative technological tools introduced in Mali
· Preparation of a summary note on the different uses of ICT as a teaching / learning tool in education and vocational training in Mali
· Holding a brainstorming workshop on strategic directions for using ICT to improve the quality of the education system in a fair way
· Proposal of priority strategies

· Briefing note on the different uses of ICT as a teaching / learning tool in education and vocational training in Mali
· List of key players in ICT development for education or training.
· Strategic document describing the types of technological solutions to be developed / promoted, deployment strategies, sustainability strategies and associated risks.
Terms of Payments:
· The payment would be made in two parts 50% or the beginning of the activities and 50% after the delivery and acceptance of the final report

Except background and Experience
Qualifications :
A Master's degree in Education, Psychology, Sociology or other field of Social Sciences is required.
Work Experience:
10 years of professional experience in the development or implementation of ICT use initiatives as teaching / learning tools and / in other related fields internationally and / or in a developing country development is an asset.
United Nations system work experience is an asset.
Language and Competencies Mandatory:
Very good knowledge of French. English is an asset, as well as knowledge of the local language is an asset.
Editorial capacity
Knowledge of Mali's education system
Other skills and attributes required:
Good knowledge and use of Microsoft Office Word, Excel and Power Point
