As part of its 2015-2020 strategic plan, the National Agency for Volunteering in Togo (ANVT) proposed to diversify the target of its actions by opening it to young people who have dropped out of school in order to offer every citizen opportunity to engage in development without distinction of level of education, religion, sex, etc. This type of volontariat aims, in fact, to promote civic engagement, solidarity, social inclusion for out-of-school youth by offering them the opportunity to contribute to the development solutions of the country in general and in particular of their community of residence The study is generally aimed at improving the intervention approach of volunteercitizen in the capitalization of the experiences developed in Lom and in the interior. Specifically, it is a question of: describing and characterizing the methodological approach put in place to ensure the quality and the effectiveness of the volunteer program of citizen engagement: document and analyze the tools developed to adapt the implementation to the contextout-of-school and / or out-of-school youth, evaluate the effectiveness of the program by assessing the changes induced by the beneficiaries, propose, in the light of the success factors, an implementation strategy appropriate to the institutional context of the actors involved in the program.
