Tenders are invited for Azerbaijan: National Consultant on Aligning UNICEF-s Program Activities to the Inclusive Concept of Disability

For every child, protection

Azerbaijan has made significant progress in economic and social development since independence which accompanied by the reforms in legislation and practice to bring the country in line with the international standards on social rights. Within the context of social reforms, welfare increase of persons with disabilities have been the major focus. Azerbaijan is one of the pioneers in the post-Soviet region that ratified the UN Convention on the Rights of Persons with Disabilities. The reforms reinforced by the harmonization of national legislation and practice on disability to the requirements of the UN CRPD envisage the transformation of policy approach from so called “medical” to “social”. This new tendency ensures full implementation of rights of persons (including children) with disabilities through creating equal opportunities for them to integrate to the social life. In other words, the Convention recognizes disability as matter of fact as well as People with Disabilities not as an object of protection but a member of society with equal rights. This concept contains adjustments in the spheres of health, education, employment, accessibility, participation in political and public life and others in order to synchronize the efforts made by the Government with the standards of the UN CRPD. Concluding observations on the initial report of Azerbaijan on the implementation of UN CRPD[1] (11th May 2014) also includes numbers of recommendations to improve the policy on disability. Following these recommendations, Azerbaijan has adopted a new Law on the Rights of Persons with Disabilities in 2018 founding a legal basis for next phase of reforms in this field.

UNICEF is one of the key stakeholders in Azerbaijan aiming to contribute to the reforms in the context of children and youth. The approach would be involving persons with disabilities in the process of reforms that concern them through regular consultations as one of the requirements of Human Rights Based Approach in designing and implementing policy and programmes. Contributions of persons with disabilities will add value to the broad range of UNICEF projects in Child protection, Education, Youth and adolescent development, Communication for Development, Communication and Partnership, Child Rights Monitoring, and Health and Nutrition.
