1. Background / Justification

The vector - borne diseases account for more than 17% of all infectious diseases, and each year cause more than 700, 000 deaths (WHO, 2019).

In particular, estimates made worldwide indicate that more than 3, 900 million people, in more than 128 countries, are at risk of getting dengue, with an estimate of 96 million cases per year. Likewise, other diseases such as malaria, Zika, Chikungunya, Chagas disease, leishmaniasis and schistosomiasis affect hundreds of millions of people worldwide, most of them among children under five.



Together, vector-borne diseases account for approximately 17% of infectious diseases. The greatest burden of these diseases, which disproportionately affect the poorest populations, corresponds to tropical and subtropical areas. Since 2014, large outbreaks of dengue, malaria, Chikungunya fever, yellow fever and Zika virus disease have hit different populations, claiming lives and overwhelming health systems in many countries. The distribution of vector-borne diseases is determined by complex demographic, environmental and social factors, in a scenario where global warming and climatic variations influence the seasons of their transmission and alter their geographical distribution.



The Caribbean, like the rest of Latin America, is highly vulnerable and exposed to hydro-meteorological and climatic variation events; the small island developing states (widely present in the Caribbean) are even more vulnerable to be characterized by high concentration in very limited areas of population and critical infrastructure facilities, as well as economic assets.



In February 2016, PAHO / WHO declares Zika as a public health emergency of international importance, highlighting the need for a “coordinated international response”. In the current post-epidemic or endemic phase, the Department of Health Promotion and Education Support (DAPES) of the Ministry of Public Health in partnership with UNICEF and with the financial support of the United States Agency for International Development ( USAID), promotes the production and dissemination of technical-methodological tools, such as the "Intervention Guide for Health Promotion and Disease Prevention at Local Level" and the "Technical Guidelines for the production of audiovisual materials" among others, in order to strengthen the Communication for the change of behaviors in health, before possible future epidemics by these diseases, as well as for better the health conditions of the population in general.



UNICEF is requesting technical assistance for the design, implementation and monitoring of a capacity building plan for critical actors at the local level, around communication for changing health behaviors and with emphasis on possible future epidemics of mosquito-borne diseases, in accordance with the existing sector regulations in the Dominican Republic.



2. Objectives of the consultancy

Technical assistance for the design, implementation and monitoring of a training plan for the promotion of changes in health behaviors, which allow improving the health conditions of the population at the local level.



Specific objectives:

1. Creation of a team of facilitators with required competence.

2. Design a communication training plan for behavior change aimed at local actors in the health sector.

3. Implement the training plan (workshops), for technical personnel of the provincial and health areas (DPS / DAS), on the use of the institutional reference documents [1] .

3. Expected results of the consultancy

3.1. Team of facilitators formed and trained.

3.2. Training plan validated and with available resources.

3.3. At least a total of 90 local health actors trained in 26 DPS / DAS selected according to the occurrence of the number of Dengue cases and with a Communication plan for changes in health behaviors for the prevention of epidemics of mosquito-borne diseases

3.4. At least 6 Provincial directorates / Health Area implement communication actions to change health behaviors, in accordance with their planning and local local coordination mechanism

3.5. Document of Guide of technical Guidelines for the production of printed and audiovisual materials is validated in the course of the training to the DPS / DAS in order to refine its contents and its applicability.

4. Activities to be carried out (correspond to the expected results)

The person / company selected for the consultancy will participate in the meetings convened by the Ministry of Public Health / DAPES, as appropriate to follow up the consultancy. In addition, the following activities will be carried out in coordination with the Ministry of Health, DAPES and UNICEF:



4.1. Team of 5 facilitators formed and trained.

4.1.1. Identification of at least 10 candidates of facilitators to be trained according to the established profile [2], which will be reviewed and agreed with UNICEF.

4.1.2. Accompany the realization of a workshop with technical support from UNICEF for technical induction according to guidelines and guidelines of the MSP on C4D, planning and development of strategies to change health behaviors (10 people x 5 days).

4.1.3. Final selection and hiring of the team of 5 facilitators selected for the development of the consultancy.

4.2. Training plan validated and with available resources.

4.2.1. Design of a three (3) day training program (with 24-hour methodological detail), based on the reference guides and in coordination with MSP and UNICEF.

4.2.2. Development of a validated training plan, with a schedule of activities and profiles of the participants (DPS / DAS), for the facilitation of 7 regional workshops of 3 days each and with the participation of 25 participants of the DPS / DAS.

4.2.3. Development of support materials and other resources necessary for training (presentations, hands-out, separatas, among others).







4.3. At least 90 local health actors (DPS / DAS, etc.) trained and with a communication plan for changing health behaviors

4.3.1. Coordinate the logistics organization of 7 workshops for DPS / DAS technical personnel (local, food, transportation, maximum of 25 people per workshop).

4.3.2. Coordinate the facilitation of the 7 workshops, according to the agreed program.

4.3.3. Support in the elaboration of 20 local communication plans (preliminary version) for the change in health behavior for the prevention of epidemics of mosquito-borne diseases.

4.4. Six (6) Provincial Directorates / Health Area implement Communication actions to change health behaviors according to their planning and local coordination mechanism

4.4.1. Development of a monitoring plan to support the implementation of local communication plans for 6 prioritized DPS / DAS (at least 1 2-day supervision visit by DPS / DAS) to review if necessary the strategy (messages, activities, hearings, among other).

7. Estimated duration of the contract

The contracting for this activity is planned for a period of four (4) months from the signing of the contract (the dates to point 5 will be adjusted according to the formal start of the consultancy).



8. Official trips involved

The consultancy includes the organization of (at least) 7 workshops with local DPS / DAS actors, as well as 6 supervision and accompaniment visits, to be carried out within the country. In addition to the fees, all travel and stay expenses of the trainers, as well as the expenses related to the participants (workshops, food, equipment and materials) must be included and detailed in the budget presented for the economic offer of the consultancy. The workshops will be conducted as follows:

2 in Santo Domingo (including the provinces of Hato Mayor and San Cristobal),

1 in Santiago (including Puerto Plata),

2 in the southwest (Azua, Barahona, San Juan, San Jose de Ocoa, Bahoruco, Independencia and Pedernales),

1 Western Cibao (Dajabón, Valverde, Montecristi, Santiago Rodriguez)

1 (La Vega, Duarte, Monsignor Nouel, Sanchez Ramirez, Hnas Mirabal)



UNICEF will not provide transportation consulting or other additional logistics costs for the organization or implementation of the activities described in this document.



9. Other official conditions

The consultant must respect the impartiality and independence of UNICEF and the United Nations in connection with this contract and should not seek or accept instructions from anyone other than UNICEF. During the duration of this contract, the consultant must refrain from any conduct that may reflect negatively on UNICEF or the United Nations and should not engage in any activity that is incompatible with UNICEF instructions, policies and procedures. The consultant must exercise discretion in everything related to this contract.



10. Experience Required

Company, group of consultants or individual with at least 2 years of proven experience in organizing training workshops. In addition, the offer must have professionals with the following profile:

§ Professional qualified in social sciences, health sciences, anthropology, communication, social work or related areas.

§ Competence in pedagogical methodologies for training facilitators and the ability to foster coordination and participatory spaces.

§ Experience of at least 2 years in the design of information or communication strategies on social issues, design of training programs in the social area.
