Background

In September 2017, the EU and the UN launched an ambitious joint partnership to eliminate all forms of violence against women and girls worldwide. The Spotlight Initiative (SPI) aims at mobilizing commitment of political leaders and contributing to achieving Sustainable Development Goals (SDGs). The Initiative aims at ending all forms of violence against women and girls, targeting those that are most prevalent and contribute to gender inequality across the world. The Spotlight Initiative will deploy targeted, large-scale investments in Asia, Africa, Latin America, the Pacific and the Caribbean, aimed at achieving significant improvements in the lives of women and girls. Guyana is one of the countries in the Caribbean to benefit from this transformative initiative.



The overall vision of the Spotlight Initiative in Guyana is that women and girls realize their full potential in a violence-free, gender-responsive and inclusive way. The Spotlight Initiative will directly contribute to the achievement of three of the Sustainable Development Goals (SDGs): Goal 5 on Gender Equality, Goal 3 on good health and well-being and Goal 16 on inclusive and peaceful societies. The program will contribute to the elimination of SGBV through the creation of a broad partnership with Civil Society, Government, Private Sector, Media, among others; and, build a social movement of women, men, girls and boys as champions and agents of change at the national, subnational and community levels. A specific focus will be on reaching and including in the program women and girls who are often isolated and most vulnerable to SGBV and HPs due to intersecting forms of discrimination. The program will also seek to address the SRHR needs of all women and girls using a life-cycle approach.

The specific objectives of the baseline study are;


-To provide quantitative and qualitative information as regards the prevailing situation with respect to VAWG, including DV and IPV data management at both national and subnational levels in line with the principle of ‘leaving no one behind and reaching those furthest behind first;

-To complete the Spotlight Initiative Results framework with appropriate baseline values for the identified indicators with missing data to determine the measurement of the Spotlight Initiative-s impact for all Stakeholders (Central Government, Regional Government and Local Government, Senior Management within the UN, the donor(s) and other partners, such as civil society and the women-s movement and even the general public);

-To inform strategic decisions, allowing for the refinement of program and communication interventions through identification of possible constraints and opportunities for programming for the four main target groups and
To provide recommendations on areas that need more attention and focus during implementation and ways to strengthen performance monitoring and maximize learning.

Scope of work


The study will focus on collecting data for a set of Outcome and Output indicators drawn from the Spotlight Results Framework. The study will include the following:
a) Mapping of multi-stakeholder coordination mechanism, institutions and networks
The study will include mapping and assessment of effectiveness of existing multi-stakeholder coordination mechanisms at all levels (national, provincial, district and ward) and community advocacy platforms for addressing VAWG.

This includes:
-Mapping of multi-stakeholder national and/or sub-national coordinating mechanisms established at the highest level to oversee how VAWG is addressed by programs and policies at the national level and sub-national levels.
-Listing of all institutions in relevant sectors (health, social services, education, justice, security, culture) at both the national and sub-national levels. This list will be used as the sample of institutions or organizations to be investigated each year to identify programs to assess for VAWG activity funding.
-Mapping of communities with advocacy platforms that promote gender-equitable norms, attitudes and behaviours, including in relation to women and girls- sexuality and reproduction.
-Mapping of local networks in place to prevent and respond to VAWG across the different sectors inclusive of referral pathways in place for victims/survivors of VAWG
-Mapping of CSOs (by sector and type of organization) representing children, youth, Indigenous women and girls, migrant women and girls- and other groups facing multiple and intersecting forms of discrimination that are integrated with coalitions and networks of women-s and children-s rights groups and civil society working on ending VAWG.
-Mapping of women-s rights organizations (by type of organization and sector)
-Mapping of social accountability mechanisms used by civil society to monitor and engage in EVAWG efforts.
-Listing of institutions (e.g., the media, sports, workplaces, etc.) working in relevant sectors (health, social services, education, justice, security, culture) for both the national and sub-national level non-state institutions.
-Listing of known key informal decision makers (where - in the community) and decision makers in relevant institutions targeted for capacity development to advocate for implementation of legislation and policies on ending VAWG and for gender-equitable norms, attitudes and behaviours and women and girls- rights.
-Listing of women`s rights organizations, autonomous social movements and civil society organizations, including those representing children and youth groups, Indigenous women and girls and migrant women and girls.
-Listing of targeted training institutions for public servants at the national and sub-national levels and an inquiry into these institutions or organizations will take place to assess whether or not gender equality and VAWG has been integrated into their curriculum, as per international standards.
-Listing of women-s rights groups and relevant CSOs using knowledge products developed by participating UN agencies in the design of their own programs on VAWG, including SGBV, and on women and girls- SRHR.



Competencies



Excellent writing, presentation and documentation skills required;
Ability to write, analyze and synthesize technical reports;
Ability to work independently and with minimal supervision;
Should be well versed with the use of computers and its programs/applications.
Education:
Masters- degree in Statistics, International and Political Affairs, Development Studies or Economics, Law, Public Health Social Sciences or related fields.



Experience:


5+ years demonstrated experience in similar capacity;
Good knowledge and understanding of research methodologies and processes;
Good knowledge of the local context
Good organizational and programming skills with a focus on monitoring of project implementation;
Previous experience in the area of gender and development;
Experience in gathering and systematizing large amounts of data, evaluation of public policies, analysis of gender indicators and other related issues.



Language:

Fluency in English, both oral and written, is required.
