Background

West and Central Africa is hits by numerous humanitarian crisis including man-made crisis (political instability, terrorism, armed conflicts), natural disasters (drought, flood, landslide) and outbreaks (Ebola, Cholera…).

In 2018, the region registered almost 10 million IDPs and refugees in the region (DRC, Nigeria, CAR, Chad…) and 6.3 children affected by severe accurate malnutrition (mostly in Sahel).

A 2012 review of cholera’s global burden estimated that 1.4 billion people are at risk for cholera, with 2.8 million cases and 91, 000 related deaths in endemic regions annually (Ali 2012). The burden of cholera is disproportionately borne by the young, with children under five having the highest incidence of cholera and contributing almost half of the mortality (Ali 2012).

Since 2009, the UNICEF regional office pays special attention to cholera issues in the region. Several studies have been realized within the frame of this project so as to better understand the epidemiology of the disease and to feed into risk reduction and response strategies. The purpose of this work is to support the Regional Cholera project.

How can you make a difference?

Objectives

The objective of the consultancy is to:

1) Support Information & Knowledge Management, Evidence Generation

· Collect & analyse emergency WASH data, with a specific focus on epidemiological data to produce the cholera regional update (bimonthly)

· Manage the cholera regional platform Website

· Update the regional cholera webmap and emergency WASH map, including cholera hotspots



2) Provide Technical Support & Capacity Development (implementation & monitoring of cholera roadmap)

· Produce an annual review of the cholera situation in 2018 in the region

· Support the development & deployment of a monitoring tool for the inventory of sustainable WASH & OCV activities in cholera hotspots

· Support the development of cholera Q&A for community engagement

· Provide cholera update during Regional Cholera Platform members meeting

Scope of work

Consultant will be in touch with key informant at country level. He/She will collect relevant emergency WASH and cholera data liaising with the countries

The consultant will be in charge to provide all the deliverable and will lead those activities.

He/She will report to Cholera Specialist on progress.

Deliverables and Schedules

The following deliverables are expected:

1. 1 comprehensive update and mapping of all emergency hotspots in the West and Central Africa region (February 2019)

2. 12 Regional Updates (Cholera Bulletin every 2 weeks)

3. 1 comprehensive database of cholera cases & deaths at admin 2 level (or amdin1 when not available – management on weekly basis)

4. 1 Webmap (cholera current outbreaks – management on bimonthly basis)

5. 1 annual review of the cholera situation in 2018 in the region (every 6 months)

6. 1 monitoring tool for WASH & OCV in cholera hotspot (update on monthly basis)

7. 1 Q&A material for community engagement (April 2019)

8. 1 online compilation of various transdisciplinary studies in the region useful for advocacy with development donors (on monthly basis)

9. 1 contact directory of cholera platform members (update on weekly basis)

10. 1 matrix for regular monitoring of cholera data completeness (update on weekly basis)

11. Monthly report of activity (every month)

12. Any other deliverables on request with his line management

Reporting Requirements

Consultant will submit monthly report on regular monthly basis.

However, secondary deliverables will be monitored directly through the delivery of 12 Regional Updates (Cholera Bulletin), 1 Webmap, 1 monitoring tool, 1 Q&A material.

Administrative Issues

§ UNICEF will support the consultant in carrying out the duties outlined above, including but not limited to all background documents on the programme.

§ UNICEF will provide laptop with relevant softwares

§ Weekly progress meeting will be done with line-manager

To qualify as an advocate for every child you will have…

§ Degree in environmental sciences, public or geographical health, Monitoring or Information Management or a related field;

§ At least 3 years’ experience in related sectors

· Proven experience working in health-related fields in the West and Central Africa Region

· Experience on Data Management, Information and Knowledge Management and Mapping (including ArcGIS)

§ Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and prepare well-written reports;

§ Experience data collection, monitoring and analysis techniques, especially in the public health sector (on ideally on epidemiology with cholera)

§ Ability to manage website is ideal

· Fluency or Advanced level in French and English (both speaking and writing)

· Understanding of institutional mandates and operations of UNICEF preferred;
