The United Nations Organizations operating in the Central African Republic have decided to set up a Humanitarian Fund (HF) to provide support in a coordinated approach to humanitarian assistance.

The HF is an important instrument for resource mobilization, donor coordination, and the provision of funds for humanitarian assistance to conflict-affected communities and host communities in CAR:

· Improving predictable, coordinated and effective support for humanitarian assistance Strengthening for greater efficiency and effectiveness of resources through the pooling of donor contributions; and

· Reduced time and costs associated with administrative procedures, reporting, financial transactions and ensuring coordination and information sharing.

UNDP acts as the Managing Agent (MA) to provide the agreed services and facilitate the achievement of the desired objectives and is in the process of transferring its competencies to OCHA. In this capacity, he receives and manages the HF funds and then contracts the NGOs for the administrative, programmatic and financial aspects related to the implementation of the projects.

Under the direct supervision of FH Team Leader, the incumbent will support the Team Leader in the execution of HF operations with particular attention to contributions, financial reporting, service delivery, and adjustment to change in the operations environment.




Duties and Responsibilities

Support the administrative and financial management of projects implemented by NGOs with a focus on the following results :

1. Track financial reports (FACE FORM) in the GMS;

2. Monitor the contractual obligations of NGO partners and warn management of any problems;

3. Track disbursements in GMS as in ATLAS;

4. Track advances due in ATLAS related to liquidations in GMS;

1. Ensure that the information entered in the "Atlas" system and the "GMS - Grant Management System" platform is correct and updated since 2018 - 2019;

2. Contribute to the operational and financial closure of projects in the GMS;

3. Update the interim and final financial reports according to the procedures manual in the GMS.

Expected results

1. The updating of the interim and final reports of the 2018 and 2019 allocation in the GMS based on the documents finalized in ATLAS has been completed to date;

2. The capacity of FH partners to finalize interim financial reports by clinics in the GMS is strengthened;

3. The concordance of attached documents in the GMS related to the financial transactions between the GMS and the documents finalized in ATLAS are verified;

4. Disbursements, interim and final reports in GMS for 2018 and 2019 are updated;

5. The documentation / voucher and vouchers for validation in Atlas is prepared and compliant;

6. Electronic and physical archiving of all vouchers from the 2015-2019 update is made and available for operation;

7. The meetings of the Unit are prepared and related reports are written
