Expression of Interest are invited for Monitoring and Evaluation Services
The Liberia Country office of the African Development Bank was established to strengthen dialogue with Government, Development Partners, Private sector and Civil Society within the framework of formulating the country’s policies, development programs, as well as the implementation, monitoring and evaluation of its poverty reduction strategy. The Country office is also tasked with supporting the operational functions of the Bank in assuring a timely commencement and monitoring of projects and programs in Liberia, strengthen project management, promote a participative approach and regional integration
The African Development Bank and European Commission have signed a co-financing agreement to finance the Mano River Union (MRU) Road Development and Transport Facilitation program phase II in a view to promote regional integration and to attain better development results for the countries concerned. 4. As part of the implementation of the aforementioned project, the African Development Bank intends to recruit a local consultant to support the Liberia Country Office, as well as the project management Team, to develop a range of media communication geared towards raising awareness and informing of the Bank’s interventions in Liberia in general but with specific attention to the MRU Road Development and Transport Facilitation program phase II project, co-financed with the European Commission. The media communication will target various groups such as the Authorities in member countries, beneficiaries, mass media and civil society organizations etc.
The specific responsibilities of the consultant will include:
? a review of monitoring reports, analyze them and bring out the potential hurdles in
the implementation of the project;
? Carry out regular site visits and work with the relevant project team members, including those in charge of implementation in order to ensure a quality monitoring of the project activities. This would also help have sufficient data to inform the results attained by the project, and to support the operational implementation of the monitoring and evaluation system, and to identify possible measures of adaption;
? consolidate activity and quarterly monitoring and evaluation reports based on submissions from the project team members;
? inform and collaborate with the Bank’s external supervision and evaluation missions in analyzing the monitoring reports and sharing personal and local knowledge of the situation on the ground;
? facilitate the regular dissemination of the findings and conclusions from the monitoring and evaluation work to project staff, implementing partners and relevant beneficiaries and stakeholders;
? periodically report to the Country Manager and Task manager on the progress of the project activities under execution by the various implementing partners;
? in collaboration with the Task manager, field staff and implementing partners, consolidate monthly, quarterly, semi-annual and annual reports;
? highlight areas of concern and contribute to the preparation of monitoring and evaluation reports to be reviewed during supervision missions or meetings;
? Participate in external supervision/follow up missions and facilitate access by Team members to monitoring and evaluation data.
