Expression of Interest are invited for Mobility and Rural Connectivity Project.


The Government of the Republic of Guinea has obtained a Donation from the International Development Association (IDA) to cover the cost of the Mobility and Rural Connectivity Project and intends to use part of this Donation to carry out payments under the contract .
OBJECTIVE OF THE MISSION:
The general objective of the mission is to support the PMCR project in prevention, risk mitigation and response to GBV related to its implementation and in holistic support to survivors in the project intervention areas.
The specific objectives of the mission are:
To identify regularly and through participatory consultations and approaches, the risks of GBV in the project intervention area, both in terms of context, and in particular the risks likely to be exacerbated and potentially prevented by the implementation of the project, and to propose effective and ethical prevention and mitigation measures for implementation by the various stakeholders in the project;
To design and implement awareness campaigns and prevention of these risks both at the level of the communities concerned and among workers and any other person hired by the project. These campaigns should include, among other things, awareness-raising and regular training for workers and communities affected by the GBV, EAS and HS project, their causes and consequences, the legal framework in Guinea, the response services available to survivors, the standards of conduct of the project and the sanctions provided for in the event of a violation, the complaints / complaints management mechanism, the ways of capturing it and its objectives, etc.
Ensure survivors' access to holistic care, including at least psychosocial, medical and legal / legal care, through a survivor-centered response protocol for referral of all survivors of competent structures and offering a quality of service consistent with national and international minimum standards;
To support the Environmental and Social Unit within the Project Coordination Unit in the establishment of the complaints / complaints management mechanism (MGP / R) and in particular the entry, management and reporting of complaints / GBV-related complaints during the implementation of the road project, in accordance with the MGP / R manual which will be developed and implemented to ensure ethical and confidential management of GBV complaints / complaints. On the MGP / R, it is recommended to use as much as possible an existing local system, including the Local Complaints Management Committee (CGR) _ set up in each commune. Therefore, the NGO is also expected to work with other stakeholders, if necessary, while ensuring a module that prioritizes confidentiality and the speed of response.
In addition to the above objectives, the mission also aims to:
To support the company in raising awareness and preventing the risks of HIV / AIDS among the staff present on the sites and local communities;
To promote the employment of women and a more welcoming working environment for women in the road works sector by sensitizing women, members of the communities affected by the project, and company personnel to adhere to this vision.
The PMCR invites eligible applicants to express their interest in providing the services described above. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience for the performance of the services.
To carry out this activity, the consultant must meet the following qualifications and experience:
Be a legally recognized organization in Guinea, that is to say have the legal documents (approvals and statutes) valid;
To be an NGO specialized in the field of combating GBV
Have proven experience of at least five (5) years in the implementation of GBV control projects and in particular in the following areas: (a) Community mobilization and promotion of behavior change; (b) Training and promotion of behavior change; (c) Development of safe spaces for women and girls; (d) Case management, psychosocial and psychological support; (e) Medical referencing and implementation of collaboration agreements with the competent health facilities, and (f) Legal assistance;
Have experience in collecting ethical data on the management of GBV survivors;
Experience in strengthening local accountability systems, including training and awareness raising on the prevention of sexual exploitation and abuse and harassment
Having proven experience in HIV / AIDS prevention would be an asset;
Have qualified, qualified and experienced staff (below listed) to cover all of the services defined in these terms of reference:
A Project Manager : The GBV specialist is the project manager.
