Tender Details

Tenders are invited for Rural Electrification Project of 317 Localities by Mini-Solar Networks in Togo.

The Project includes the development, co-financing, construction, operation and maintenance of solar mini-grids and distribution networks, the distribution and marketing of electrical energy to customers and the transfer at the end of the License in 317 localities divided into 5 lots. The realization of the 317 solar mini-grids is divided into three (03) phases. The first phase will include more than a hundred localities.

1. The Togolese Rural Electrification and Renewable Energies Agency (AT2ER) a requested and obtained from the West African Development Bank (BOAD) and the Fund for Energy Development (FDE) funds, in order to contribute to the financing of the rural electrification project of 317 localities by mini-solar networks in Togo, and to intention to use part of these funds to make payments under the Mini-Solar Grid Construction Contract. The Work will be executed throughout the territory within twelve (12) months.
2. Participation in this prequalification call for tenders as defined in the Guidelines for Procurement of Works, Goods and Services (other than consulting services) financed by a loan or advance of funds from BOAD, concerns all eligible and pre-qualified candidates fulfilling the conditions set out in this Prequalification Dossier.
The Project includes the development, co-financing, construction, operation and maintenance of solar mini-grids and distribution networks, the distribution and marketing of electrical energy to customers and the transfer of the license at 317 localities divided into 5 lots. The realization of the 317 solar mini-grids is divided into three (03) phases. The first phase will include more than a hundred localities.
The Togolese Rural Electrification and Renewable Energies Agency (AT2ER) invites, by the present application for pre-qualification, interested candidates to submit their proposals under closed cover, for
i) development and co-financing of mini-photovoltaic networks ( PV),
(ii) the supply of production, storage and distribution equipment, (
iii) the installation, commissioning, operation and maintenance of the said mini-grids and the marketing of electrical energy for the following lots :
- Batch 1: 85 locations whose phase 1 consists of 31 locations having about: i) 8000 subscribers, ii) a total installed power of 2000 kW, and iii) 130 km distribution network to build.
- Lot 2: 62 localities whose phase 1 consists of 26 localities having approximately: i) 9000 subscribers, ii) a total power of 2000 kW iii) and 100 km of distribution network to be built.
- Lot 3: 78 localities whose phase 1 consists of 27 localities having approximately: i) 8000 subscribers, ii) a total power of 2000 kW and iii) 100 km of distribution network to be built.
- Lot 4: 46 localities whose phase 1 consists of 22 localities having approximately: i) 10, 000 subscribers, ii) a total power of 2, 500 kW and iii) 75 km of distribution network to be built.
- Lot 5: 46 localities whose phase 1 consists of 23 localities having approximately: i) 10, 000 subscribers, ii) a total power of 2, 500 kW and iii) 75 km of distribution network to be built.

Prequalification files will be physically deposited at AT2ER including a copy of the electronic version on CD or USB key. Submissions electronically will not be accepted.
