OVERVIEW

The Government of Saint Lucia (GOSL) has applied for financing from the Caribbean Development Bank (CDB) - United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of Millennium Highway and West Coast Road Reconstruction Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOSL and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purposes of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Department of Infrastructure, Ports and Energy (DIPE), through the Project Management Unit (PMU) is the Executing Agency for the Project, and the Ministry of Infrastructure, Ports, Energy and Labour, is responsible for the overall implementation of the project. The Project Management Unit (PMU) has been established to coordinate the various activities within the Project. The PMU intends to prequalify contractors to complete civil works on the following Lots:

1. Lot 1: Millennium Highway to Cul De Sac Roundabout - rehabilitation and reconstruction of approximately 11.1 km of road and associated drainage and the construction of a new roundabout at the intersection of Millennium Highway and Cul De Sac and East Coast Road

2. Lot 2: Cul De Sac to Anse La Raye Road and Anse La Raye Bridge - rehabilitation and reconstruction of approximately 23 km of road and associated drainage and the reconstruction of a bridge at Anse La Raye.

3. Lot 3: Anse La Raye to Soufriere Road - rehabilitation and reconstruction of approximately 6.1 km of road and associated drainage between Anse La Raye and Soufriere

It is expected that Invitations for Bids will be issued in April 2020.

ELIGIBLITY

Firms whether applying individually or in the form of a Joint Venture, shall:



be legally incorporated or otherwise organised in, and have their principal place of business in an Eligible Country;
be more than fifty (50) percent beneficially-owned by a citizen or citizens and/or a bona fide resident or residents of an Eligible Country, or by a body corporate or bodies meeting these requirements, as far as the ownership can be reasonably determined; and
shall have no arrangement and undertake not to make any arrangement whereby the majority of the financial benefits of the contract, i.e. more than fifty (50) percent of the value of the contract, will accrue or be paid to sub-contractors or sub-consultants that are not from an Eligible Country.
Eligible countries are member countries of CDB.



The requirements for pre-qualification will include:



an average annual turnover (defined as billing for works in progress and completed) over the last 5 years of (i) United States dollars (US$) 9, 784, 916 equivalent in the case of consideration for Lot 1; (ii) United States dollars (US$) 7, 577, 608 equivalent in the case of consideration for Lot 2; (iii) United States dollars (US$) 13, 671, 086 equivalent in the case of consideration for Lot 3; and (iv) United States dollars (US$) 21, 566, 321 equivalent in the case of consideration of Lots 1, 2 and 3 (all three lots).


demonstrable cash flow (including access to credit) of (i) US$2, 446, 229 equivalent in the case of consideration for Lot 1; (ii) US$1, 894, 402 equivalent in the case of consideration for Lot 2; (iii) US$3, 417, 771 equivalent in the case of consideration for Lot 3; and (iv) US$5, 391, 580 equivalent in the case of consideration for Lots 1, 2 and 3 (all three lots).


experience as prime contractor in the construction of at least 3 assignments of a nature and complexity comparable to the proposed project activity within the last 7 years, each of a value of at least (i) US$ 7, 338, 687 equivalent in the case of consideration for Lot 1; (ii) US$5, 683, 206 equivalent in the case of consideration for Lot 2; (iii) US$10, 253, 314 equivalent in the case of consideration for Lot 3; and (iv) US$16, 174, 741 equivalent in the case of consideration for Lots 1, 2 and 3 (all three lots) (to comply with this requirement, works quoted should be at least 80 percent complete).

Prequalification submissions must be in English and must be submitted by 1200 hours, local time on March 20, 2020.

There is only one option for submitting prequalification information. That is:

(a) In person with one original and three hard copies in a sealed envelope submitted to the second address below. The sealed envelope containing each submission must include the name and address of the applicant and be clearly marked “Application to Prequalify for the Millennium Highway and West Coast Road Reconstruction Project, Ref. No. [LOT No._]”

GOSL reserves the right to accept or reject late applications or to cancel the prequalification process. GOSL will not be bound to assign any reason for not pre-qualifying any applicant and will not defray costs incurred by applicants in the preparation and submission of the pre-qualification documents.
