Mh-60R Fuel Management Function
The naval air systems command (navair) intends to award a firm-fixed price delivery order on a sole source basis with lockheed martin corporation in owego, ny for the non-recurring efforts required to implement the royal australian navy (ran) fuel management function (fmf) and the associated infrastructure support required for development and deployment of this new function to the mh-60r/s aircraft via the system configuration (sc) 20 fleet release for the united states (us) navy and ran.
The anticipated effort will be awarded on a sole source basis to lockheed martin corporation in accordance with the statutory authority permitting other than full and open competition under title 10 u.s.c. 2304 (c)(1), as implemented by far part 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." lockheed martin is the prime contractor for the mh-60 aircraft software systems and is the only known source with the knowledge, experience, expertise and proprietary technical data required to successfully perform these tasks.
Note: the proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
