Prior Information Notice for Methodological and Knowledge Sharing Support for EU External Interventions (MKS contract).

Contract description
The overall objective of the contract is to support the quality, coherence and effectiveness of EU external interventions by improving the knowledge, capacities and skills of EU staff in headquarters and delegations.
The specific objective is to assist Commission services in three interrelated areas of work:
i) Support to knowledge creation: developing/updating of methodological guidance and analytical tools related to a) the different themes and sectors of EU external cooperation and b) the different phases of EU external interventions (programming, design, implementation, monitoring and evaluation);
ii) Support to knowledge transfer: maximising the uptake of knowledge created and learning through the organisation of learning activities tailored to EU strategic priorities and participants' needs (e.g. face-to-face training activities and their follow-up, webinars, micro learning, learning videos, etc.); activities will take place in Brussels and EU Delegations in Partner countries;
iii) Support to knowledge sharing: maximising collaboration and exchanges of experience/stories between services/individuals, contributing to the creation of active communities of practice. This area also includes the management of Capacity4Dev (the corporate on-line collaborative knowledge sharing platform).

The provision of the abovementioned services will require a broad range of skills: from academic, applied research, adult learning expertise to management of administrative and logistics-related activities.


Maximum budget
From EUR 4 000 000 to EUR 4 500 000 per year (between EUR 16 000 000 and EUR 17 000 000 over four years)
