Meter data collector (mdc)
even before the creation of swissgrid, the meters located at the limits of the transport network were read by means of a meter data collector (mdc). Since 2014, the mdc has been integrated into the central energy data management system (edm) of swissgrid. The meter data is directly recorded in edm. Plausibility checks and aggregationare performed in a separate module. Existing work processes and systems are designed for daily processing. Once swissgrid reads the counters, the processes must be fully automated and completed in 15 minutes. The resulting values are used as a basis for forecasting the actual loss. In order to increase speed, the mdc must andre detached from the existing system and provided with additional functions. To replace the old solution, swissgrid is looking for a partner to support the implementation and exploitation of the future solution. 2.7 place of supply of the service all services are carried out at the premises of the contractual partner (off site) and at swissgrid ag in aarau (sur site). 2.8 duration of the market, framework agreement or dynamic purchasing system start: 01.08.2020, end: 31.07.2025 this market can be renewed: yes description of renewals: depending on the expected life cycle of the request, the contract may be extended twice, initially for three (3) years, then for two (2) additional years. Thethe maximum duration of the contract is therefore 10 years, until 07.31.2030. 2.9 options yes description of the options: in addition to the extension of the contract for basic services for a maximum of 5 years, other development services and possible extensions of slas without obligation to purchase will be put out to tender for swissgrid. The details of these services can be foundin the tender documents. 2.10 award criteria price weighting 30% quality of the proposed solution weighting 30% analysis of the request weighting 15% presentation of the tenderer weighting 15% qualification of the tenderer weighting 5% reservations made on the contract proposal weighting 3% readability and structure of the offerre weighting 2% comments: details and evaluation methodology according to the tender documents. Tenderers, who may still advance to first place after evaluation of the award criteria and subject to obtaining the maximum number of points for presentation, will be invited to the presentation session. In the case where strictly more than 3 submsenders for a given lot meet this condition, only tenderers occupying the first 3 places after evaluation of the award criteria will be invited to the presentation session. In the case where several tenderers occupy the 3rd place (equal number of points), these tenderers will all be invited to the presentation session. 2.11 are variants allowed no notes: variants are not allowed due to the very nature of the requirement. 2.12 are partial offers accepted no notes: partial offers are not accepted due to the very nature of the requirement. 2.13 execution time debut 01.08.2020 3.
