Evidence for Action (3EA) Measuring Learning Outcomes Project

Measuring well-being and learning in the ‘Better Learning Program- (BLP) for schoolchildren in Gaza.

Fifty years of occupation of Palestinians and 10 years of siege imposed on Gaza have led to the increased disintegration of the Palestinian territory and of its people. In the recent ‘Great March of Return- which began on 30 March, 117 Palestinians, including twelve children, have been killed by Israeli forces during the course of the demonstrations. The cumulative number of injuries has exceeded 13, 190 including 1, 136 children. Out of this total number, 3, 630 were injured by live ammunition and 332 remain in a critical condition[1]. 56 per cent of Palestinian children surveyed by NRC in March were suffering from traumatic nightmares. When repeating the survey preliminary findings indicate an increase to 60 per cent, a month into the Great March of Return demonstrations. The establishment of a Palestinian state and wider regional stability have become more elusive than ever. The humanitarian crisis is characterized by protection needs stemming from violations of international humanitarian and human rights law, forced displacement, the erosion of resilience and severe impediments in access to essential services including education[2]. Despite the provision of mental health and psychosocial support services to 147, 049 children in 2016 and 37, 909 during 2017, in 2018 the Protection cluster estimated that in Gaza 295, 913 children and 190, 279 caregivers would be in need of psychosocial support.

The BLP project, currently being implemented from January- December 2018, is being implemented in 55 target schools in Gaza (44 MoEHE and 11 UNRWA schools), and these will be the operational framework within which the proposed research project will take place.

2. OBJECTIVES

The development of the new M&E BLP toolkit will result from the adaptation of the existing one being used in the BLP by NRC Palestine.

A 3EA project Working Committee will be established by the following groups: i) NRC Palestine program staff; ii) University of Tromso (UiT) researchers and iii) NRC M&E staff (specifically NRC Education Specialist, NRC Gaza Project Coordinator, NRC Gaza M&E Coordinator, NRC Senior M&E consultant, UiT Consortium lead and UiT professor in educational psychology). The working group will have two advisory external members consisting in the Education Advisor in NRC MERO office and the NRC Education Global Advisor in HO. The Working Committee members will be responsible in the decision making process linked to the revision, adaptation, research and presentation of results. The working committee will meet three times during the course of the project (in August/September, in December and in March 2019) to follow up consistently on the different phases of the project. The project Working Committee will i) revise the toolkit in an initial workshop; ii) analyze the first set of results from the field-work (in a second workshop in December); check the consistency, the coherence, the precision, the validity and the feasibility of the toolkit; further revise it for the second phase implementation in schools and finally iii) set the ground for the presentation of the work carried out to the 3EA Consortium members.

The main objectives for the consultancy:

· Provide technical guidance to the Working Steering Committee and NRC education/M&E staff for the revision/development of the BLP M&E toolkit;

· Obtain ethics approvals;

· Plan and prepare implementation of the BLP M&E toolkit in schools;

· Train the NRC staff in the usage of the BLP M&E toolkit;

· Oversee data collection and registration;

· Participate/support in the preparation of three UiT/NRC workshops (in Tromso and Gaza)
