Mapping on the municipalities' capacity and expertise in planning under the Planning and Building Act
KDD has an ambition to strengthen the municipalities' capacity to plan and increase the ability to execute in planning under the Planning and Building Act. The last time a national survey of the municipalities 'planning capacity and competence was carried out in 2014 under the auspices of NIVI analysis, although later reports have documented challenges related to staffing, professional environment, recruitment and competence in the municipalities' planning work. Among other things, in 2023, Ramboll carried out an evaluation of competence measures in continuing and further education in public planning, maps and geodata aimed at municipalities and county municipalities. KDD now needs an updated knowledge base on how the municipalities are organized and staffed to safeguard their planning tasks. In this connection, KDD wants assistance to identify the municipalities' capacity and competence to carry out processes under the Planning and Building Act in an efficient and professionally sound manner, including how the municipalities are considering their own capacity to follow the requirements for planning and whether they are considering having good enough competence to follow the requirements of the Planning and Building Act.
