Expression of Interest are invited for Mapping and Analysis of the Garment Sector in Uzbekistan Cross-Cutting Advisory SME and Value Chain.

In the context of IFCs mission to promote inclusive and sustainable private sector investment in developing countries, helping to reduce poverty and improve people's lives, IFCs Cross-Cutting Advisory Solutions (CAS) Department manages and delivers expertise and programs which are cross-cutting in nature and have application across the Corporation. Within the CAS department, the SME & Value Chain Solutions (SVC) Unit works to engage SMEs and to strengthen value chains. One key industry for SVC is the garment industry which includes the IFC/ILO Better Work partnership and IFCs stand-alone advisory work on skills, gender, productivity, and access to markets in the garment industry.

As Uzbekistan transitions to a more open market economy, IFC is assessing the feasibility of supporting the Uzbek apparel sector, and in particular SMEs, so that they can actively contribute to economic growth and expand their access to export markets.

To this end, IFC seeks to hire as firm to conduct a detailed mapping exercise of the current state of the Uzbek apparel sector and an analysis of findings, including the industrys strengths and weaknesses.

The Consulting Firm will undertake a study of the garment sector in Uzbekistan, with a specific focus on the Fergana Valley region. The Consulting Firm will conduct a mapping of stakeholders, consultations with key stakeholders and a sector-level analysis to identify the challenges and opportunities of the sector. The assessment will inform IFCs strategy to support the sector in the Fergana Valley, with an emphasis on interventions related to skills, productivity, gender, environmental and social (E&S) performance and compliance (including resource efficiency), market access, and strengthening of SMEs along the value chain.
The firm will also be expected to support IFC in developing its strategic vision for the sector in Uzbekistan

Qualification Criteria

· 1. Provide information showing that the firm is qualified in all the fields of the assignment, including sectoral study, stakeholder consultation mechanisms and in-depth prior engagement with the apparel sector globally *

· 2. Provide information on the technical and managerial capabilities of the firm, and the qualifications of key staff. *

· 3. Provide information on prior work completed in or on Uzbekistan, and the firm's knowledge of/experience in the country *

· 4. Provide information on work done on supply chain sustainability, preferably in the apparel sector *
