Tenders are invited for Management Contract for Capacity Building, Operation and Maintenance of Namibe Water and Sanitation Utility.

1. The Republic of Angola has received financing from the African Development Bank toward the cost of the Institutional and Sustainability Support to Urban Water Supply and Sanitation Service Delivery and intends to apply part of the proceeds of the loan to payments under the contracts for Management Contract for Capacity Building, Operation and Maintenance of Namibe Water and Sanitation Utility (NCO8/ ISSUWSSSD/18).

2. The Ministry of Energy and Water (MINEA), through the National Water Directorate (DNA), now invites sealed Bids from eligible Bidders to establish a contract to provide 3- year capacity building, operation and maintenance and supply of spare parts, operational resources and consumables that will help the Board of Namibe Water and Sanitation Utility (“Board”) to improve organization and level of service, with the following objectives:

? to build the Namibe Water and Sanitation Utility (“Utility”)’s capacity and to provide operational and management support;

? to assist the Board in structuring and organizational process towards the effective establishment of the Utility;

? to support the Board in developing and directing the implementation of a comprehensive management system;

? to ensure sustainable commercial viability of the Utility;

? to transfer know-how to the Utility’s staff and trainee professionals to be hired;

? to purchase and supply spare parts, operational resources, fuel and chemicals; and

? to operate and maintain the Utility’s facilities.

The population in the Namibe’s Utility area of intervention is estimated at 272, 500 inhabitants living in about 52, 690 households. The population served by public water network is estimated at 138, 200 inhabitants (some 50, 5% of population covered with networks), including 15, 700 inhabitants served by stand posts. The remaining population is supplied by other sources.

In the Namibe’s Utility intervention area the water production is estimated to be of 28, 800 m3/day. There are about 18, 750 connections of which 12, 649 are domestic and 11, 082 have water meter installed. The Utility counts with 14, 450 clients.

The capital is the city of Namibe, which is 1 234 Km from Luanda and 225 Km from
Lubango. The province is bordered on the North by the Province of Benguela, on the East
by the Province of Huíla, on the West by the Atlantic Ocean, on the South by the River
Cunene and by the Republic of Namibia.
3. In addition to the subject contracts, the following 3 (three) contracts are also being floated
concurrently; -
? Management Contract for Capacity Building, Operation and Maintenance of Bengo Water and
Sanitation Utility (NCO5 /ISSUWSSSD/18).
? Management Contract for Capacity Building, Operation and Maintenance of Cunene Water
and Sanitation Utility (NCO6/ISSUWSSSD/18)
? Management Contract for Capacity Building, Operation and Maintenance of Cuanza Sul
Water and Sanitation Utility (NCO7/ISSUWSSSD/18)
Bidders may submit bids for one or more contracts, as further defined in the Bidding
Document. However, a bidder will not be allowed to win more than two (2) contracts.
Bidders wishing to offer discounts in case they are awarded more than one contract may do
so provided these discounts are included in the Letter of Bid.
4. Bidding will be conducted through international competitive procurement using a Request
for Bids (RFB) as specified in the “Rules and Procedures for the use of Consultants”, May
2008 edition, revised July 2012, of the African Development Bank which is available on the
Bank’s website at http://www.afdb.org and is open to all eligible Bidders.
5. Interested eligible Bidders may obtain further information from National Water Directorate
of Angola, Mr. Lucrécio Costa, dna.adb2@gmail.com, and inspect the Bidding Document
during office hours [9:00 to 17:00] at the address given below.
6. The Bidding Document in English may be obtained free of charge upon submission of a
written application to the address below. A soft copy of the document can also be obtained
through email.
7. Bids must be delivered to the address below on or before September 27, 2018 at 11:30AM.
Electronic bidding will not be permitted. Late Bids will be rejected. All Bids must be
accompanied by a Bid Security in the amount of USD 140, 000 (US Dollar One Hundred
Forty Thousand).
8. Bids will be publicly opened in the presence of the Bidders’ designated representatives and
anyone who choose to attend at the address below on September 27, 2018 at 11:30AM.
