1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDB online) No. AfDB 227-04/15 of April 7, 2019, and on the African Development Bank’s Internet Website (www.afdb.org).

2. The Republic of Angola has received financing from the African Development Bank toward the cost of the Institutional and Sustainability Support to Urban Water Supply and Sanitation Service Delivery and intends to apply part of the proceeds of this loan to payments under the contracts for Management Contract for Capacity Building, Operation and Maintenance of Cabinda Water and Sanitation Utility (NCO11/ISSUWSSSD/19).

3. The Ministry of Energy and Water (MINEA), through the National Water Directorate (DNA), now invites sealed Bids from eligible Bidders to establish a contract to provide 3- year capacity building, operation and maintenance and supply of spare parts, operational resources and consumables that will help the Board of Cabinda Water and Sanitation Utility (“Board”) to improve organization and level of service, with the following objectives:

? to build the Cabinda Water and Sanitation Utility (“Utility”) capacity and to provide operational and management support;


? to assist the Board in structuring and organizational process towards the effective establishment of the Utility;

? to support the Board in developing and directing the implementation of a comprehensive management system;

? to ensure sustainable commercial viability of the Utility;



? to transfer know-how to the Utility’s staff and trainee professionals to be hired;

? to purchase and supply spare parts, operational resources, fuel and chemicals;


? to operate and maintain the Utility’s facilities. Cabinda is the northernmost province of Angola located at 1, 129 Km from the Capital Luanda. Its capital is Cabinda (Tchiowa in the local dialect). It is an enclave that borders the Republic of Congo, the Democratic Republic of Congo and the Atlantic Ocean. Cabinda has 779, 400 inhabitants. The population served by public water network is estimated at 48 thousand inhabitants (some 7% of that population covered with networks), including 12, 500 inhabitants served by stand posts.

The Current production of water of the Municipality of the Cabinda, working at 18 hours per day, is 38, 880 m3/day and it is expected to reach 68, 040 m3/day by the end of 2019.

4. Bidding will be conducted through international competitive bidding (ICB) using a Request for Bids (RFB) as specified in the “Rules and Procedures for the use of Consultants”, May 2008 edition, revised July 2012, of the African Development Bank which is available on the Bank’s website at http://www.afdb.org and is open to all eligible Bidders.

5. Interested eligible Bidders may obtain further information from the National Water Directorate of Angola, Mr. Lucrécio Costa, dna.adb2@gmail.com, and inspect the Bidding Document during office hours [9:00 to 17:00] at the address given below.

6. The Bidding Document in English may be obtained free of charge upon submission of a written application to the address below. A soft copy of the document can also be obtained
through e-mail.
7. Bids must be delivered to the address below on or before September 5, 2019 at 11:30AM local time. Electronic bidding will not be permitted. Late Bids will be rejected. All Bids must be accompanied by a Bid Security in the amount of USD 140, 000 (US Dollar One Hundred Forty Thousand).

8. Bids shall remain valid for 120 days after the deadline for bid submission prescribed above. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on September 5, 2019 at 11:30 AM.
