Assignment Description
The impact evaluation studies an ongoing standard trade facilitation intervention in Malawi, supported by the World Bank Group (WBG), which is anticipated to augment revenue collection by the Malawi customs authorities, reduce the time spent at the border, decrease trade related costs; and increase trade. The intervention to be evaluated aims at simplifying the steps of getting clearance and final authorization of goods to cross the Malawi border by connecting agencies to the national customs database and reducing the number of agencies present at Malawi borders. This trade facilitation intervention is part of a larger project supported by the Trade Facilitation Support Program (TFSP) which assists developing countries in aligning their trade practices with the World Trade Organization Trade Facilitation Agreement (WTO TFA).
The survey firm, which will be contracted, will be responsible for 1) The identification of eligible respondents for the baseline data collection, and 2) conducting approximately 20 30-minute-long interviews with 800 cross border traders in Malawi, on the topic of cross border trade and its barriers in Malawi.
Qualification Criteria
· 1. Demonstrable experience in organizing firms or small businesses surveys on the scale of this project over the past five years, preferably in Malawi *
· 2. Demonstrable evidence of data management capabilities *
· 3. Interpretation of the assignment and soundness of the proposed methodology including method for keeping non-response rates low and capturing accurate data *
· 4. Experience and qualifications (CVs) of the project team and the availability of the existing resources *
