Prior Information Notice for Long Term Technical Assistance for the implementation of the Voluntary Partnership Agreement (VPA) in Liberia.

Contract description
This intervention takes place in the context of the implementation of the Voluntary Partnership Agreement (VPA) between the Government of Liberia and the European Union, within the framework of FLEGT (Forest Law Enforcement, Governance and Trade).
This contract aims at selecting a service provider for the support for implementation of the FLEGT VPA, building on a first phase of support (2013-2018) that established systems, institutions and capacities. In this second phase, the needs are: complementing the systems setting up, applying these new processes and transferring them from donors to the Government of Liberia. The VPA entails comprehensive development of forest governance and depends for success on the combined efforts and resources of the Liberian and international organizations involved in its implementation.
Liberia and the EU developed a joint planning tool, the Forward Planner (a road map of the process) which details the actions required to raise capacity and achieve compliance with each of the principles in the VPA Legality Definition. The Contractor is expected to support the continued use, and development of the Forward Planner as the principal means of coordination and management of VPA implementation. Main targets are enhancing the capacity of the Government of Liberia to effectively implement the VPA, completing the legality matrix so as to encompass the full legal framework for commercial logging as well as community forest and informal timber operations (including domestic markets). Additionally it will strengthen the capacity for the new bodies to create and support transparency and governance within the commercial forestry sector.
