Background and Justification

In line with UNICEF child protection strategy and global frameworks, UNICEF works with the Government of Angola and a range of partners, including UN agencies, NGOs, faith-based and community networks, to promote a protective environment for children, by strengthening response and support services, as well as child friendly justice mechanisms and by addressing harmful social norms. To progressively ensure children’s protection from violence and abuse in Angola, UNICEF child protection program combines up-stream policy work with interventions that ensure immediate and long-term results for children. Linked to a broader rule of law, human rights and governance agenda, the program seeks synergies with other program areas, through social protection and decentralization of social services, and by mainstreaming violence prevention into health, education and early childhood development programs.

Currently, the child protection program pivots essentially around the following pillars: prevention and response to violence against children (VAC), justice for children and birth registration. In the area of VAC, given the importance of inter-sectoral coordination for well-functioning child protection service delivery, UNICEF, under the leadership of INAC, has supported the elaboration of a system that identifies referral pathways between the different stakeholders that intervene in the child protection response. Through a parallel process, UNICEF, in collaboration with the Ministry of Justice, and civil society organizations, is testing a model of non-custodial measures for children in conflict with the law, coupled with the development of guidance and Standard Operating Procedures for the stakeholders who intervene in the operationalization of the juvenile justice system. Finally, the program seeks to consolidate the important progress has been made over the last years in increasing availability of birth registration services, by improving the quality of service delivery. This work around systems strengthening is being complemented with a strategy which will address norms and cultural practices around responsible caregiving, with a focus on positive father engagement and responsible fatherhood.

Purpose of the consultancy

The initiatives mentioned above, including systems strengthening and social and behavior change, all imply heavy investment in capacity building and training of stakeholders, including government officials and civil society. UNICEF is therefore launching the present consultancy, which, in articulation with the above-mentioned processes, and through proactive coordination with partners at international, national and sub-national levels, will support the planning and roll-out of the different activities related to development of curricula and implementation of training and capacity building. Although a focus in the immediate future is ad-hoc training of practitioners, the consultancy will also support the integration of training modules into the formal curricula of the different sectors involved (social welfare, justice, interior, health, education).

Scope of Work

Goal and Objective

In coordination with national government and civil society partners, the selected candidate will support implementation of training and capacity building to stakeholders at national, provincial and municipal level, in key areas of priority for UNICEF child protection program: response and support services to violence against children and implementation of non-custodial measures for children in conflict with the law. While the technical content of the trainings will be developed separately, the candidate will provide concrete support in terms of methodology and implementation of the training.

Activities and Tasks:

The selected candidate will perform the following tasks regarding the training and capacity building activities listed below:

- Support in assessing the training needs of stakeholders at national, provincial and municipal level;

- Support the design of the training and capacity building activities based on the training needs assessments;

- Identify, adapt, and develop good quality support materialfor the training and capacity development activities, tailored to the specific audiences;

- Support the planning and implementation of training activities, including operational aspects (venue, logistics and catering);

- Assess the delivery and make appropriate recommendations relating to the implementation of capacity building activities;

- Draft high-quality reports on training activities;

- Identify, codify and disseminate best practices and lessons learned to build capacity and knowledge.

Activities

1. Facilitate implementation of a National Training on SOPs for multi-sectoral actors on implementation of referral and response system to violence against children ((judiciary, police, health services, social welfare, immigration services)

2. Facilitate implementation of two Regional Trainings on SOPs for multi-sectoral actors on implementation of referral and response system to violence against children ((judiciary, police, health services, social welfare, immigration services)

3. Facilitate implementation of a National Training on SOPs on implementation of non-custodial measures for children in conflict with the law

4. Facilitate implementation of two Regional Trainings on SOPs on implementation of non-custodial measures for children in conflict with the law

5. Facilitate implementation of two capacity building activities for multi-sectoral actors on referral protocol for supporting child victims or witnesses of crime/violence, including in emergency settings (judiciary, police, health services, services, social welfare)

7. Facilitate implementation of capacity building activities on consolidation of child protection community networks

Desired competencies, technical background and experience

Qualifications:

· University degree in education, social sciences, international development or a related field

Experience:

· At least three years of professional work experience in the fields of social welfare or education;

· Knowledge of child rights and child protection;

· Knowledge of the Angolan social welfare system;

· Experience from conducting training and capacity building;

· Excellent inter-personal, facilitation and communication skills;

· Excellent writing skills.

Language skills

· Fluency in Portuguese and English.
