Since 2001, UNICEF has supported the Government of the Republic of Armenia to strengthen the child care and protection system. As a result of these efforts the number of children living in residential care institutions has decreased drastically: from 12, 700 children kept in closed state educational and care institutions in 2001 to 3000 in 2017. In 2009, the UN General Assembly adopted the Guidelines for Alternative Care of Children to implement care provisions as per the CRC. The latter strongly recommends for children to be brought up in a family environment, clearly stating that the socio-economic status of a family should not be a reason to separate the child from his/her family. Despite this currently there are around 3000 children separated from their families and placed into state run large-scale institutional care due to poverty, disability and other vulnerabilities that make it difficult for their families to care for them. The lack of community-based services and in some regions their complete absence, the lack of a strong State assistance system for vulnerable families and non-professionalized child case management practices are among the main reasons used to justify the existence of institutions.

Lori marz is a target area within this agenda due to its high index of poverty and high number of children residing in institutions. The plan is to unite children with their biological family, where possible, or with their close relatives while also providing them with necessary support services through the new centers in a sustainable manner. The Government of Armenia transformed the special school in Spitak into regional Pedagogical-Psychological Support Centre aiming to support the regional schools in provision of inclusive education. At the same time, there is no community-based centre in Spitak to provide vulnerable families and children with multidisciplinary and non-residential services. The proposal is to unify pedagogical and social services through refurbishment of Spitak Regional Pedagogical-Psychological Support Centre.

UNICEF has already supported the Government to assess the needs of these children and their families, to develop individual care plan for each child and to provide six-month psychosocial and economic assistance. The corresponding social service employees and specialists in the area of child protection in Lori marz have been trained to address the needs of these children and their families. The employees from the old night care institutions have also been assessed and trained to take over new functions at the community support centres.

In particular, the established centre in Spitak will provide services not only to children who have returned to their families from the closed/transformed institutions, but will also support other vulnerable families in communities and neighbouring villages. This will include children with disabilities, who lack specialised services, which do not exist in their communities. It is envisaged that this community centre will provide services to at least 90 children from Spitak town and adjacent villages on a monthly basis.

For the to-be-introduced new services, the Government will cover the cost of salaries for additional staff members, and expenses related to utilities, transportation, building/equipment maintenance, as well as financial support to families.

How can you make a difference?

Purpose and ObjectiveThe objective of the Project is hiring a Design Engineer on individual contract basis for designing of the to-be-renovated spaces at Spitak Regional Pedagogical-Psychological Support Centre (RPPSC) (see the plan in the Annex 1), cost estimation of the renovation and author-s inspection during renovation works.

SupervisorThe selected contractor/individual expert will be supervised by and report to the UNICEF Child Protection (CP) Specialist. The selected contractor/individual expert will work with UNICEF Country Office CP Unit and representatives of the Ministries of Labour and Social Affairs (MoLSA) and Education and Science (MOES) on daily basis.

Major tasks to be accomplished

The expert is expected to:

Under the supervision of the Child Protection Specialist and in close consultation with relevant officers from MOES and MOLSA, the Design Engineer is to provide the design, description and cost estimate input for the marked areas in the Annex 1 (around 400sqm in total).

Overall the assignment will consist of various aspects, including; (1) measurement and respective separation of the total area to the required number of working rooms; (ii) engineering design of all necessary components for the RPPSC space including drawings; (iii) description of works, (iv) author's inspection.
