CAMRIS seeks a Learning Advisor for the upcoming USAID/Vietnam Learns Mechanism Activity. This will be a five-year activity with an expected start date in 2019.

The USAID Learns mechanism has three key performance objectives:
* Strengthen USAID/Vietnam, implementing partners, and local entities-(GVN, local organizations) institutional capacity, particularly in monitoring, evaluation, learning, collaboration and adaptive management, to achieve expected results;
* Deepen use of monitoring, evaluation and other types of data to support learning and improve performance at all levels; and
* Improve coordination, collaboration and learning between USAID/Vietnam staff, Government of Vietnam (GVN), our IPs, and key stakeholders.

Under this award, CAMRIS will provide fast, flexible, demand-driven monitoring, evaluation, and learning (MEL) support, guidance, and capacity development for USAID/Vietnam, it-s implementing partners, Government of Vietnam stakeholders, and local research organizations.

The Learning Advisor will be an experienced, organizational learning and knowledge management professional. Their duties will be to guide USAID/Vietnam-s staff and senior management team on how to implement Collaborative, Learning, and Adaptability (CLA-oriented) practices throughout Country Development Cooperation Strategy (CDCS) implementation, primarily by bolstering the Mission-s learning and adaptive management practices.

This includes the following:
* Overseeing all aspects of the Mission-s CLA activities, such as planning and budgeting for each assigned activity
* Identifying appropriate staffing levels
* Securing appropriate qualified staff
* Supervising an internal team of local professionals and external, short-term consultants
* Providing relevant technical guidance
* Leading consultations with relevant USAID/Vietnam staff and implementing partners
* Identifying and executing appropriate agreed upon methodology, field work, research, reporting and deliverables.
* A Master-s or higher degree is preferred in organizational learning, organizational behavior, public policy or administration, business administration, management, development administration, knowledge management, political science, international relations or related field, or other fields closely related to international development.
* At least ten (10) years of international development experience involved in either monitoring and evaluation, project management, knowledge management, project design, or strategy development.
* Experience in developing and leading knowledge management programs, facilitating communities of practice, and social networking.
* Experience designing, conducting and managing CLA activities for USAID.
* Strong data analysis, and English report writing, and presentation skills.
* Able to effectively manage activities in a multi-cultural environment.
* Outstanding attention to detail and excellent organizational and management skills.
* Fluency in English and Vietnamese required.
