Consultancy: Lead Consultant – ANCP (GREAN) Project Design

Reporting to: Operations Director

Duration of assignment: July to 31st December, 2019

Project Background and purpose of the assignment:

The proposed five years project’s overall objective is to improve the food security and livelihoods of farmer households through an integrated approach focused on increasing food production through sustainable and innovative agricultural practices, improving market linkages and increasing access to markets. The specific objectives include:

Increased crop yields, farmer income and reliability of agricultural production.

Improved awareness on food utilization for small holder farmers and improve their nutrition status.

Increased equitable and stable access to WASH facilities for both human use and agricultural production in Juba and Warrap.

The core of this consultancy is take the lead in the design phase of the new Project titled ‘’ Greater Resilience Through Enhance Agriculture & Nutrition (GREAN) in Rajaf in Former Central Equatorial state ’’ and produce PDD a Project Design Document.

GREAN Project goal is to improve food security and livelihood situations of 72, 000 community members from 12, 000 vulnerable farmer households in Tonj North and Juba counties in former Warrap and Central Equatorial states. The support will be provided to 12, 000 small holders farmers by ensuring that, Increased crop yields, farm income and reliability of agricultural production and improved awareness on food utilization for vulnerable small holder farmers and improve their nutrition status are achieved.

This position holder will assist the new ANCP project (GREAN) in completing all the design phase activities and some of the key deliverables of this position in a four month period is the following;

Plan, organize and facilitate the project start up workshop (Mid of August) and produce a startup report.

Plan & facilitate the project planning workshop with all the relevant technical staff for 2 days (Mid of August), produce minutes of the workshop and ensure a follow up of all workshop action points.

Organize and facilitate 2 stakeholders consultation meetings in Rajaf & Warrap and incorporate the stakeholder feedback and input drawn from the meetings in the project design document

Prepare the project design document considering all the input from the consultation meetings and planning workshop.

Facilitate the different DFAT assessments, checklists, plans and produce a report as per DFAT requirement.

Main Responsibilities:

Identify and study core secondary data (concept note, Technical Programme, government statistics, country and sector-relevant assessments, evaluations and other reports from WV and other agencies)

Organize project start up meeting and zonal consultation meeting.

Consult and incorporate design input from relevant stakeholders from targeted communities, government authorities, external key informants in the sector, and WV NO, WVA, Regional and Global Centre (GC) levels and Sector specialists where useful.

Develop a draft theory of change; define draft high-level log frame objectives and project budget; and project scope (geographic and beneficiary coverage).

Complete and document all WVA-DFAT-required and sector-specific assessments to test and refine the draft theory of change, cross-cutting and protection considerations

Develop a revised Theory of Change, detailed log frame, M&E Plan, detailed budget and first year Detailed Implementation Plan

Develop a PDD narrative document

Outline a baseline study to inform project indicator baseline and target value (to be conducted after WVA approval of the PPDD)

Qualification: Education/Knowledge/technical skills & experience required:**

University Master Degree in Agriculture /Economics or related field with strong program development and project design experience in food security & livelihood sector with good exposure to working in fragile environment.

Work Experience: Minimum 10 years’ with similar experience in program development in the area of food security and livelihoods.

Knowledge and experience of facilitating planning workshop and meeting

Experience of working in South Sudan

Prior experience of working on DFAT project

Effective in written and verbal communication in English ( Arabic is an added advantage)

Knowledge of Project Cycle Management (PCM)

Comprehensive report writing skills for both internal and external use
