C have Grade A, B or C in "Sales of products" or "Service rendering" for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in Kanto-Koshinetu Region ;

D prove that they can deliver the thing on the date and to the place specified by the Obligating Officer ;

E meet the qualification requirements which the Obligating Officer may specify in accordance with Article 5 of the Regulation ;
