4. Delivery time
The deadline for completion, which is the subject of this Invitation to Tender, is set at a maximum of two (02) months for each lot, from the date of notification of the Start-up Work Order.

Administration in whose name the contract will be concluded
Following the examination of the Bidders` Offers and the choice of the Contractor, the Contract will be concluded between the latter and the Coordinator of the Center of Excellence in Information and Communication Technologies ( CETIC ).

5. Allotment
The works, subject of this Invitation to Tender, are in two (02) lots:
- Lot N ° 1: Exterior landscaping and sanitary equipment;
- Lot N ° 2: Interior fittings.

6. Participation and origin
Participation in this invitation to tender is open to public works enterprises under Cameroonian law, justifying administrative, technical and financial capacities.

7. Financing
The works subject of this invitation to tender are financed by IDA Credit N ° 5422-CM - CEA-CETIC / UYI Project, FY 2019,

8. Acquisition of the file
The Dossier can be consulted and acquired during working hours at the CETIC Project Management Unit, located in Yaounde, at the Direction of the ENSP, BP: 8390, Yaoundé Tel. : +237 222 61 14 53 - Web: www.cetic.cm - e-mail: admin@cetic.cm .; upon publication of this Notice, against payment of a non-refundable sum of fifty thousand ( 50, 000 ) CFA F, payable in the Special Assignment Account (CAS) N ° 10001 06860 33598860001 94 of the ARMP open to the BICEC, Central Agency to YAOUNDE, representing the cost of acquiring the File. The receipt must specify the number of the tender notice. When withdrawing the File, the Bidders must register by leaving their complete address: Mailbox, Telephone, Fax, Telex, E-mail.

9. Submission of bids
Each Offer, written in English or French and in seven (07) copies, one (01) original and six (06) copies marked as such, must be sent in closed envelopes to the secretariat of the CETIC Project Management Unit. UYI, at the Direction of the NPHS Tel: 222 317929/699 200 937 at the latest on 03 dec. 2019 at 2 pm, filed and recorded in the Book of Offers. It should be marked:

10. Provisional bond
Each Bidder shall attach to its administrative documents, a provisional bond issued by a first-class banking institution or an insurance company approved by the Ministry in charge of Finance. The amount of the security is four hundred thousand (400, 000) CFA francs for Lot N ° 1 and six hundred thousand (600, 000) CFA for Lot N ° 2 and valid for thirty (30) days beyond the deadline validity of the Offers.
Under penalty of rejection, the provisional bond must be produced in original and valid for at least three (03) months .
The provisional bond will be released at the latest thirty (30) days after the period of validity of the Offers for the Proponents who have not been retained. For the successful Bidder of the Letter-Order, the provisional bond will be released after constitution of the definitive bond .
On pain of rejection, the other administrative documents required must be produced in originals or certified true copies by the issuing service in accordance with the provisions of the Supplementary Regulations of the Invitation to Tender. They must obligatorily date less than three (03) months preceding the date of deposit of the Offers.
Any Offer that does not comply with the requirements of this Notice and Tender File will be declared non-responsive. In particular, the absence of the bid bond issued by a first-rate bank or an insurance company approved by the Ministry in charge of Finance and valid for thirty (30) days beyond the validity date of the Offers.

11. Opening of the folds
The opening of the Administrative and Financial Offers will take place on 03 dec. 2019 at 3 pm by the Special Procurement Commission placed with the African Center of Excellence in Information and Communication Technology.
Only the Bidders or their representative duly mandated by written letter and having a perfect knowledge of the File can attend this opening session.
