public services and procurement canada (pspc) is seeking industry feedback regarding the land vehicle crew training system project (lvcts).


the intent of this request for information (rfi) process is to remain open until a formal solicitation process is released in the future.


this initial release is to publish questions for industry. Industry is requested to review these questions and provide answers to pspc on or before may 29 2020.


pspc intends to release future engagement activities through amendments to this rfi process. Each subsequent amendment will clearly identify the information canada is requesting and the requested industry response date. This purpose of this rfi format is to:


a. Provide a continuous single point of official project communication with industry;


b. Present draft rfp documents to solicit industry comments and feedback;


c. Collaborate with industry on all elements of the requirement such as technical, infrastructure, itb/vp, performance management framework and the resulting contracts terms and conditions;


d. Answer questions from industry to ensure all interested participants receive the same information;


e. Provide schedule updates; and


f. Hold industry meetings and engagement activities as necessary.


the lvcts project will acquire and support a training system, connected by a network and housed in purpose built facilities, to enable crews of the principle armoured combat vehicles to train as realistically as possible at their home garrison locations.


the lvcts project will replicate all crew stations within the light armoured vehicle 6.0, the leopard 2 main battle tank and the tactical armoured patrol vehicle with sufficient realism to enable soldiers to train both as individuals and collectively up to the combat team level. This will be achieved using a networked synthetic environment that realistically simulates various terrain and enemy capabilities. The lvcts will be delivered to the five main canadian army garrison locations (gagetown, valcartier, petawawa, edmonton and shilo).


to protect national security interests, canada has invoked its right under national and international trade agreements to use a national security exception (nse) for this procurement. An nse allows canada to remove a procurement from some or all of the obligations of the relevant trade agreement where canada considers it necessary to do so in order to protect its national security or other related interests specified in the text of the national security exceptions
