Tender Details

The ministry of health (the ministry) is seeking proposals for a lab services clinical consultant to provide advice and expertise to the ministry related to managing laboratory expenditures; strategical plan for laboratory redesign and operationalizing the laboratory services act (lsa). The individual needs to be a subject matter expert (sme) with clinical laboratory medicine knowledge and utilization management expertise.

the priority focus will be the provision of advice and expertise to support the ministry in laboratory volume and expenditure analysis, utilization management, and operationalizing the lsa. As well, the successful proponent (contractor) will be expected to provide recommendations for appropriate test utilization based on evidence-based and best practice guidelines and analysis of new laboratory testing technologies.

the services will be provided on an as, if, and when requested basis according to the ministry's needs. Services may be requested on short notice (e.g. 24 hours' notice or less). The ministry makes no guarantee as to the maximum number of billable hours that will make up successful completion of the work contemplated herein.

in performing the services, the contractor will engage and liaise, as required, with key program areas within the ministry and across government, health authorities, private sector laboratory providers, health care providers, and other key stakeholders.

services will be proactively managed on a project-by-project basis at the discretion of the ministry to enable flexibility in reordering priorities and to maximize the value provided by the successful proponent.

the work will be based mainly at the ministry of health office located at 700 w pender street, vancouver, bc and the successful proponent will need to be able to attend meetings in victoria and vancouver on a regular basis.
