INVITATION TO BID



for the

Public Rebidding for Supply and Deliveries of Items in Various Categories



1. The PHILIPPINE ORTHOPEDIC CENTER (POC), through the CY 2019 (January-December) General Appropriations Act, intends to apply the sum of Six Million Four Hundred Sixty-Six Thousand Five Hundred Seventeen Pesos and Sixty-Two Centavos (Php6, 466, 517.62) being the Approved Budget for the Contract (ABC) to payments for the contract for Various Categories listed below. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The POC now invites bids for Supply and Deliveries of Items in Various Categories. Delivery of the Goods is on need basis from January - December 2019. Bidders should have completed, reckoned from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.



3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.



4. Interested bidders may obtain further information from POC and inspect the Bidding Documents at the Office of the BAC, 1st Floor near Supply and Property Section Philippine Orthopedic Center, Maria Clara cor. Banawe Streets, Quezon City.



A complete set of Bidding Documents may be purchased by interested Bidders starting February 25, 2019 (8:00 A.M. to 4:00 P.M only) from the Office of the BAC, 1st Floor near Supply and Property Section Philippine Orthopedic Center, Maria Clara cor. Banawe Streets, Quezon City and upon payment of a nonrefundable fee for the Bidding Documents.



It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.



5. The POC will hold a Pre-Bid Conference for the project on March 4, 2019 @ 9:00 A.M. at the Conference Room, Auditorium Complex, 3rd Floor, Philippine Orthopedic Center, Maria Clara cor. Banawe Streets, Quezon City which shall be open to all interested parties.



6. Bids must be delivered to the POC Conference Room, Auditorium Complex, 3rd Floor, Philippine Orthopedic Center, Maria Clara cor. Banawe Streets, Quezon City. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in Instructions to Bidders Clause 18. The schedule of Bid Submission and Opening is as follows:
